Concerns arise regarding the location of the new commune headquarters.

From May 22-23, the People's Committee of Tien Son commune organized a conference to gather opinions from residents in 6 villages regarding the draft plan for merging Tien Son and Tien Cam communes to establish a new administrative unit. In Village 3 (Tien Son commune), 124 out of 162 households attended the conference.

Ten people expressed strong agreement with the merger plan and the naming of the new commune Tien Son, as well as the proposed solutions for surplus officials and public assets. However, other opinions raised concerns about the proposed location for the new commune's administrative office.

Previously, in a petition sent to various levels of government, many residents of Tien Son commune signed a document stating that choosing the Tien Cam commune People's Committee headquarters as the new administrative unit headquarters after the merger was inappropriate, failing to ensure mobility in leadership, management, and administration, and not convenient for people needing to resolve issues.

If the new commune headquarters were located at the Tien Son Commune People's Committee, it would only be 7km from there to the furthest hamlets (4 and 6) of the commune; and also only 7km to the current end points of Tien Cam Commune, namely Cam Pho and Cam Dong hamlets.

Conversely, locating the current administrative center of Tien Cam commune would be disadvantageous, as it would not be in the central area of ​​the new commune after the merger.

According to Mr. Nguyen Duc Hieu (Hamlet 3, Tien Son Commune), the current administrative area of ​​Tien Cam Commune is only half the size of the Tien Son Commune administrative area; meanwhile, Tien Son has recently built a new commune police station, a health station, and a newly upgraded and renovated commune cultural and sports center.

If the new commune headquarters is located in Tien Cam, and the new commune police station is located in Tien Son, it will be difficult to ensure security and order in the commune's administrative center.

Sharing his thoughts with us, Mr. Nguyen Luong Xu (Cam Tay village, Tien Cam commune) expressed that regarding the selection of the new commune's administrative center, many villagers believe the district needs to carefully consider future development directions.

Furthermore, although the people had concerns about the removal of the name Tien Cam commune due to the merger, they still agreed because of the overall policy; because in the minds of each person, the revolutionary tradition of the three communes of Son, Cam, and Ha is one.

The choice is temporary.

Speaking with residents of Hamlet 3, Mr. Nguyen Minh Xinh, Vice Chairman of the Tien Phuoc District People's Council, stated that the residents' contributions were all heartfelt, responsible, and sincere regarding the draft plan prepared by the district. The process of developing the plan followed the correct procedures and guidelines from higher authorities.

The Standing Committee of the Tien Phuoc District Party Committee held many meetings and discussed thoroughly to reach a consensus on naming the new commune after the merger and choosing the current Tien Cam Commune People's Committee as the temporary location for the commune's administrative unit headquarters.

The merger aims for the overall development of the newly merged commune, not for the individual development of Tien Son or Tien Cam communes. The merger of the two communes, as proposed by the district, will resolve the issue of reorganizing Tien Son commune during the 2026-2030 period. After the reorganization, the new commune will have a natural area of ​​40.11 km2 (reaching 80.22%) and a population of 7,383 people (reaching 147% of the standard).

Taking note of the opinions of the residents of Hamlet 3, Mr. Xinh also clarified that the district has temporarily chosen the Tien Cam Commune People's Committee as the working headquarters for the newly merged commune's administrative unit.

Furthermore, it was noted that the Provincial People's Committee has not yet approved the Tien Phuoc district area. The communes of Tien Son and Tien Cam also have not yet received approval for their commune planning.

"After the merger, the Standing Committee of the Tien Phuoc District Party Committee will direct the District People's Committee to organize surveys and workshops to gather public opinion on the location for the new commune administrative unit in accordance with legal regulations, consistent with the people's aspirations and meeting future development requirements," Mr. Xinh said.

Compared to other localities in the province with commune-level administrative units subject to restructuring during the 2023-2025 period, the implementation progress in Tien Phuoc has lagged behind.

Specifically, the issue lies in the process of gathering public feedback on the draft plan and carrying out the subsequent steps of the procedure. Explaining this at the meeting, a representative from the Tien Son Commune Party Committee stated that the district had thoroughly discussed the matter during the planning process, especially regarding differing opinions on certain related issues, which is why the public consultation was only held on the evening of May 22nd. They hoped that through this meeting, the people would understand the issues clearly and show strong support for the plan.
