At the beginning of the conference, the Central Committee observed a minute of silence in remembrance of the people who lost their lives and the cadres and soldiers who sacrificed their lives due to Typhoon No. 3 and the resulting floods in the northern provinces and cities.
At the conference, the Central Committee expressed its support for the people in overcoming the damage caused by Typhoon No. 3.
Accelerate towards the finish line to successfully implement the Resolution of the 13th National Congress of the Party.
In his opening remarks at the conference, General Secretary and President To Lam emphasized that the 10th Conference of the Central Committee of the 13th Party Congress was taking place at a very special time: General Secretary Nguyen Phu Trong, an exceptionally outstanding leader, a leading ideologist, and the theoretical banner of the Party, passed away at a time when the entire Party, people, and army were determined to comprehensively implement the Resolution of the 13th Party Congress; Typhoon No. 3 caused heavy losses of life and property in most northern provinces and cities; and when the entire Party, army, and people were focusing their utmost efforts on overcoming the consequences of the typhoon.
This Central Committee meeting is taking place earlier and is shorter than expected, and will also work outside of regular office hours. The meeting will discuss and provide feedback on 10 items belonging to two groups of strategic issues and a number of specific matters.
General Secretary and President To Lam requested that comrades continue to dedicate time to research in order to provide truly insightful opinions that accurately reflect the realities of their respective ministries, sectors, and localities; focusing on contributing specific and general issues, especially practical issues not yet addressed in the draft documents, but which require a comprehensive assessment of important contents regarding guiding principles and ideas, and strategic, breakthrough, and highly feasible innovative policies.
Recognizing that the 14th National Congress marks the moment the country enters a new era – an era of national progress – it is essential that, right from the document drafting process, each member of the Central Committee, the Secretariat, and the Politburo demonstrate the highest level of intellect and responsibility.
The General Secretary and President stated that successfully implementing the Resolution of the 13th National Congress of the Party is the highest goal of the entire Party, people, and army in 2025; it is the foundation for successfully achieving the strategic goals of the 100-year period under the leadership of the Party and moving towards the 100th anniversary of the founding of the Nation.
This goal must be pursued with the utmost determination, the greatest effort, decisive action, and the most effective solutions, ensuring that the set targets are met and even surpassed. This is the Party's responsibility to the people, to the glorious history of the nation, and to international friends; it is proof of the Party's leadership, governing capacity, and fighting spirit. Therefore, all resources and measures must be concentrated to achieve it.
The projected socio-economic development plan for 2025 has set out key objectives, targets, tasks, and solutions; it analyzes the feasibility of achieving the socio-economic targets for the 5-year period 2021-2025 based on the implementation of the socio-economic development plan for 2024.
The Politburo discussed the matter very carefully, conducted a comprehensive assessment, considered all aspects, and decided to submit the report to the Central Committee for discussion and feedback.
Preparing for the 14th National Congress of the Party.
Regarding the documents submitted to the 14th National Congress of the Party, with the Political Report as the central document; the report summarizing 40 years of reform is very important for distilling the essence into the documents of the 14th National Congress; the report on the socio-economic development strategy, the report on Party building work and the implementation of the Party charter are specialized reports. General Secretary and President To Lam suggested that the Central Committee focus its discussions on clarifying: "Has the content of the Political Report presented to the conference met the level of a central report in terms of viewpoints, guidelines, and policies? Has it summarized the values of the past, present, and future? Has it served as a 'lighting torch' to guide the entire Party, the entire people, and the entire army in achieving the strategic goals set by the 13th National Congress?"
Do the strategic reports on socio-economic development; Party building and implementation of the Party Charter; and the theoretical and practical issues drawn from the 40-year review of reforms fully encompass the basis for the general arguments in the Political Report? Are the reports consistent with each other and with the Party's views and policies on national development for the period 2026-2030 and the vision to 2045? Regarding the specific content of each report, especially the assessments of limitations and the strategic directions and breakthrough tasks set forth, it needs to be clarified whether the policies and measures are "correct," "effective," and have sufficient breakthrough power to usher the country into a new era. What new elements of practice need to be added?
Regarding some specific issues, General Secretary and President To Lam suggested that the Central Committee pay attention to discussing the strategic breakthrough in the next term, perhaps focusing the highest priority on institutional and development breakthroughs, strongly reforming personnel work, and comprehensively and strongly improving the construction and development of socio-economic infrastructure.
Developing new productive forces along with perfecting production relations creates new opportunities and spaces for development, providing key impetus for national development and defense; this is coupled with the development of new productive forces (combining high-quality human resources with new means of production) and strategic infrastructure (with a focus on transportation infrastructure, digital infrastructure, and energy infrastructure).
Regarding strategic directions and solutions, General Secretary and President To Lam noted: “Focus on perfecting production relations, with the main focus on streamlining the organizational structure of the Party, State, National Assembly, and socio-political organizations to operate effectively and efficiently; innovate the Party's leadership and governance methods to advance our nation. Promote decentralization and delegation of power with the motto 'local authorities decide, local authorities act, local authorities are responsible,' while the Central Committee, Government, and National Assembly strengthen institutional improvement, maintain a constructive role, and enhance inspection and supervision.”
At the same time, thoroughly reform administrative procedures; awaken motivation and a spirit of dedication to the country, unlock all social resources and resources within the people; promote digital transformation and green transformation, taking science and technology and innovation as the main driving force for development, with mechanisms to focus on technology, especially source technology and core technology...; development must be focused and targeted, not scattered; proactively and actively take advantage of external resources, combining national strength with the strength of the times.”
Regarding personnel preparation for the 14th National Congress of the Party, the General Secretary and President emphasized that personnel work for the 14th National Congress is a crucial task, the "key" of "keys," and has a decisive significance for the successful implementation of the Party's policies and guidelines to lead the country into a new era.
The report summarizing the personnel work of the 13th Central Committee of the Party and outlining the personnel direction for the 14th Central Committee is of great importance, serving as the basis for preparing personnel to participate in the Central Committee, the Politburo, the Secretariat, the Central Inspection Committee of the 14th term, and key leadership personnel of Party and State agencies for the 2026-2031 term.
General Secretary and President To Lam expressed his confidence that the Central Committee would uphold its responsibility to the Party, the people, the glorious history of the Party, and the traditions of its forefathers, to perform its duties well with impartiality, integrity, scientific rigor, objectivity, caution, and thoroughness, prioritizing the common good, national interests, and the well-being and happiness of the people.
Regarding Party building and the implementation of the Party Charter, General Secretary and President To Lam proposed that the Central Committee discuss and provide feedback on the achievements, limitations, and obstacles, as well as propose directions, tasks, and solutions for Party building during the 14th term.
