The Mount Sam National Tourist Area was recognized as a national-level tourist area by the Ministry of Culture, Sports and Tourism in 2018, comprising a complex of 5 national-level relics: the Lady of the Mountain Sam Temple - an architectural and artistic relic, the Thoai Ngoc Hau Mausoleum - an architectural and artistic relic, Tay An Pagoda - an architectural and artistic relic, Hang Pagoda - a historical and cultural relic, and Chau Phu communal house - an architectural and artistic relic.
According to the Law on Cultural Heritage, cultural works and historical relics must be restored, preserved, protected, and their cultural value promoted using funds from the State budget and revenue from entrance fees as stipulated by the Law on Fees and Charges.
In the past, the Management Board of the Mount Sam National Tourist Area was assigned the task of collecting entrance fees in accordance with the law and the Resolution of the Provincial People's Council.
According to Truong Huu Tien, Director of the Mount Sam National Tourist Area Management Board, due to its unique characteristics, the Mount Sam National Tourist Area is interspersed with residential areas, making the collection of entrance fees difficult in the past.
Following the direction of the Provincial People's Committee, the Management Board of the Mount Sam National Tourist Area has coordinated with relevant agencies and localities to conduct surveys and research to develop a plan for arranging ticket sales and inspection points for cultural and historical relics within the Mount Sam National Tourist Area, ensuring a scientific approach, accurate and complete collection of fees, and minimizing the impact on people and businesses.

This is a proposed layout for ticket sales and inspection points for cultural and historical sites within the Mount Sam National Tourist Area.
According to the plan approved by the Provincial People's Committee, the Management Board of the Mount Sam National Tourist Area will set up 3 ticket checkpoints: Checkpoint No. 1, at the beginning of the pedestrian street in front of Tay An Pagoda; Checkpoint No. 2, at the end of the pedestrian street in front of Vinh Te Temple; Checkpoint No. 3, at the entrance to the back gate of Ba Temple on Chau Thi Te Street (30 meters from the entrance towards Ba Temple).
Ticket booths are planned to be located at 3 points: Point 1, at the visitor transfer point of the Management Board of the Mount Sam National Tourist Area - Vinh Dong Commercial Center; Point 2, in the old sculpture area on Tan Lo Kieu Luong street near the water supply station; Point 3, at the end of the pedestrian street in front of Vinh Te communal house.
Additionally, during peak season (in January and February of the lunar calendar each year), 2-3 more ticket sales points will be set up along Tan Lo Kieu Luong and Le Dai Cuong streets (in front of Vinh Dong Market Shopping Center) to reduce pressure on ticket sales point number 2 and make it as convenient as possible for tourists to buy tickets.
At the same time, the practice of stopping vehicles to purchase entrance tickets at the three current locations will be discontinued to ensure the safety of the personnel on duty and to facilitate smooth traffic flow.

According to Mr. Tien, the new aspect of this plan is that ticket sales and verification will gradually shift from manual to electronic methods, applying technology for management. Ticket sales will be diversified with many options for tourists to choose from, such as: online ticket sales, ticket sales at hotels and guesthouses with QR code payment, direct ticket sales at counters, etc.
The Management Board of the Mount Sam National Tourist Area, in coordination with local authorities, is strengthening efforts to address street vendors encroaching on sidewalks and roads, touts, and those harassing tourists; organizing effective management of motorbike taxis and rickshaws to ensure security, order, and safety for tourists; and implementing civilized commercial practices in the area from Tay An Pagoda to Vinh Te Temple, gradually expanding to the entire area.
Visitors using private vehicles to enter this area must purchase entrance tickets as regulated and comply with all traffic signs and directional signs issued by competent state authorities.
For households residing in this area, the Management Board of the Mount Sam National Tourist Area and the People's Committee of Vinh Te Ward will review vehicles and the number of residents to develop identification methods (using various forms: identification cards, QR code access cards, AI identification, etc.) to facilitate convenient entry and exit for residents.
The Mount Sam National Tourist Area is one of the province's key tourist areas, a valuable tourism resource and an important source of livelihood, creating jobs for local people and driving the socio-economic development of the locality.
Given its importance, the Management Board of the Mount Sam National Tourist Area is making efforts and actively coordinating with local authorities, mass organizations, and the people to urgently implement reforms in the collection of entrance fees in order to improve the quality of tourism services and create favorable conditions to attract and retain tourists visiting the Mount Sam National Tourist Area in particular and An Giang province in general.
