Entering a new era, a new opportunity for the country with a new development mindset, on behalf of the Politburo , General Secretary To Lam has just signed and issued Resolution No. 70-NQ/TW dated August 20, 2025, on ensuring national energy security until 2030, with a vision to 2045. The Politburo's issuance of this important resolution at a time when the nation is entering an era of national progress, with a strong determination to develop prosperously and powerfully, has received strong support and approval from the entire Party, the entire people, and the entire army.
The resolution states that, in order to meet the requirements of rapid and sustainable national development in the coming period, especially to achieve the two strategic goals by 2030 and 2045, ensuring energy security plays a very important role. Energy must be one step ahead, fully meeting the needs of socio -economic development, national defense, security, and improving people's lives.
The Politburo requires the Party to provide comprehensive leadership; the State to create breakthrough institutions and policies and control strategic energy infrastructure; and the people and businesses to be the center and the main actors in national energy development, with the state-owned economy playing a leading role and the private sector being one of the most important driving forces. Ensuring national energy security is the foundation and a crucial prerequisite for national development, and an important part of national security. Energy development is given the highest priority to meet the requirements of continuous growth exceeding 10% in the coming period, and to achieve the country's two centenary goals. The national energy development plan must be led and directed in a focused, unified, synchronized, serious, and effective manner.
Energy development must be consistent with the socialist-oriented market economy, linked to achieving social progress and equity, ensuring social welfare, guaranteeing national defense and security, protecting the environment, and being flexible in fulfilling international commitments on reducing greenhouse gas emissions. A comprehensive, competitive, transparent energy market should be built, diversifying ownership structures and business methods; applying market prices to all types of energy, without cross-subsidization between customer groups. The participation of all economic sectors, especially the private sector, in energy development should be encouraged and facilitated; ensuring equal competition between the private sector and other economic sectors in the development of energy projects.
Develop energy sources in a synchronized, rational, and diversified manner; prioritize the thorough and efficient exploitation and utilization of renewable, new, and clean energy sources; rationally exploit and utilize domestic fossil fuels, focusing on stabilizing, regulating, and ensuring national energy reserves; develop nuclear and gas-fired power; and establish a reasonable roadmap for reducing the proportion of coal-fired power. Encourage investment in and use of energy-saving and efficient energy, reduce emissions, protect the environment, promote increased labor productivity, and innovate the growth model, considering this both a right and a responsibility of the entire society…
Promote the application of science, technology, innovation, and digital transformation to foster rapid and sustainable development of the energy sector; gradually master modern technologies, including nuclear energy technology, and move towards self-sufficiency in the production of most energy equipment to meet domestic needs and for export, both in terms of technology and equipment.
One of the key aspects of Resolution No. 70-NQ/TW that has garnered public attention is the development of the electricity market towards increased competitiveness, transparency, efficiency, and synchronization with ensuring energy security. In particular, it emphasizes the effective implementation of the direct electricity trading mechanism, while simultaneously enhancing the choices available to electricity consumers in accessing and selecting suitable electricity suppliers. This is a groundbreaking direction, opening up opportunities for restructuring Vietnam's electricity market, which has long been in a monopolistic state.
Resolution No. 70-NQ/TW also requires the construction and improvement of the electricity trading system, including a transparent, stable, and long-term power purchase agreement (PPA) mechanism that ensures the legitimate rights and interests of investors; encourages private enterprises to participate in energy storage infrastructure investment projects such as battery storage, LNG storage, and oil and gas storage facilities both onshore and offshore; and innovates the electricity transmission pricing mechanism to strongly attract private sector investment in the development of the transmission grid… The resolution also encourages businesses and individuals to participate in investing in the development of small and medium-sized renewable energy projects, and projects that both produce and consume energy.
With the major orientations, policies, and tasks set forth, Resolution No. 70-NQ/TW will be a new driving force and impetus to promote the rapid, sustainable, and efficient development of the energy sector, meeting the requirements of economic development, national security and defense, as well as serving the lives of the people in the new era even better.
