The Ministry of Industry and Trade has issued the Plan for Electricity Supply and Operation of the Power System in 2025 (adjusted by Decision No. 3300/QD-BCT dated December 15, 2024). The total electricity production and import for the entire system in 2025 is expected to reach 347.5 billion kWh, 12.5% higher than in 2024. Specifically, during the peak months from April to June, the Ministry of Industry and Trade forecasts that electricity demand could increase by over 14%.

Evidence from electricity consumption figures in March shows that, although it wasn't the peak of the hot season, data from the National Electricity System and Market Operation Company Limited (NSMO) indicates that actual load averaged 874.5 million kWh/day, an increase of 47.8 million kWh/day compared to the same period in 2024.
In Ho Chi Minh City alone, the average daily electricity consumption in March reached 86.97 million kWh, 16.32% higher than in February. Of this, household electricity consumption reached 42.64 million kWh/day, 19.81% higher than in February.
These April days are also predicted to be the peak of the hot season, with no rain and humid weather. Electricity production in Ho Chi Minh City is expected to reach 100.8 million kWh per day, an increase of more than 26 million kWh (equivalent to 34.83%) compared to February and an increase of nearly 14 million kWh (equivalent to 15.5%) compared to March.
To ensure a safe, continuous, and stable electricity supply, the Ministry of Industry and Trade and the Vietnam Electricity Group (EVN) have been implementing measures such as: Regarding power sources, EVN and its member units have maintained hydropower reservoirs at water levels that meet regulations; coordinated with the Northeast Corporation and the Vietnam Coal and Mineral Industry Group to ensure a stable and timely supply of coal; and balanced sufficient basic oil and gas fuels to meet electricity production needs.
Vietnam Electricity Group (EVN) has finalized plans for operating the power system under conditions of extreme heat lasting 5 to 7 days or more, especially in the North; increasing power transmission from the Central region to the North; regulating water levels in hydropower reservoirs to ensure available capacity; reviewing and rectifying incidents; and completing repairs and maintenance of generating units as soon as possible.
