Practical experience at the local level clearly demonstrates the proactive and decisive approach in organizing and implementing anti-corruption, anti-waste, and anti-negative practices, contributing to the effective mobilization of all resources for socio-economic development.

The Hanoi City Party Committee's Steering Committee on preventing and combating corruption, waste, and negative practices regularly strengthens its efforts to urge agencies to expedite the resolution of cases and incidents, especially those under its supervision and direction.

In 2025, the city's two-level judicial agencies handled and resolved 219 cases involving 460 defendants; prosecuted 113 cases; and conducted first-instance trials for 98 cases related to corruption and misconduct.

In the first quarter of 2026, 40 cases involving 137 defendants related to corruption and misconduct were processed; 33 cases involving 63 defendants were tried at the first instance for corruption and misconduct crimes. Regarding the 10 cases and incidents under the supervision of the Central Steering Committee and the City Party Committee's Steering Committee, they were basically resolved on schedule, ensuring strict adherence to the law.

Hanoi places particular emphasis on early and proactive prevention, reviewing and addressing projects that are behind schedule or at risk of causing losses and waste. Of the 870 non-budgetary projects that are behind schedule, 551 have been addressed; for the 336 public investment projects that are behind schedule, the city requires a clear identification of the causes and responsibilities to resolve difficulties and obstacles; and to either accelerate progress or halt/temporarily suspend implementation.

This approach clearly demonstrates a significant shift from a "post-processing" approach to a "proactive control" approach, prioritizing asset recovery, encouraging remediation, and ensuring a balance of interests among the State, businesses, and the people.

In Quang Ninh , the fight against corruption, waste, and negative practices is linked to the effective management and utilization of development resources. The province strengthens inspection, examination, and supervision in key areas prone to violations.

From 2025 to the present, the entire province has conducted 94 inspections in the economic and social fields, recommending the recovery of nearly 42 billion VND; 262 specialized inspections have been carried out, resulting in fines of over 3.1 billion VND. The total amount of assets to be recovered in legal cases is over 11.8 billion VND, of which over 4.2 billion VND has been recovered.

The fight against corruption, waste, and negative practices has fundamentally shown significant progress, from awareness to action; violations are handled early and proactively, preventing minor violations from accumulating into major offenses; and areas with high potential risks are effectively controlled.

This orientation was further affirmed in Resolution No. 04-NQ/TW dated April 1, 2026, of the Second Plenum of the Central Committee of the 14th Party Congress on continuing to strengthen the Party's leadership over the work of preventing and combating corruption, waste, and negative phenomena in the new period.

The resolution demonstrates a high level of political determination to build a clean, strong, and comprehensive Party and political system; consolidate the people's trust; and create a foundation to promote socio-economic development, serving the goal of continuous double-digit growth in the new development phase.

In implementing Resolution No. 04-NQ/TW, the Hanoi City Party Committee issued an action program with a clearly innovative mindset, shifting the focus to proactive prevention from early on, from afar, and from the grassroots; placing the fight against waste on par with the fight against corruption; and using the efficiency of resource utilization as the main measure.

The city is strengthening the application of science and technology to identify and warn of risks, preventing minor violations from accumulating into major offenses; enhancing post-inspection and regular checks, starting early and at the grassroots level; decisively addressing shirking, avoidance, harassment, and causing inconvenience; and thoroughly preventing "interest groups".

The Quang Ninh Provincial Party Committee also clearly identified areas requiring strict control to serve socio-economic development in the province, especially large projects, newly launched projects, and the Hanoi-Quang Ninh high-speed railway project; while also decisively addressing stalled and prolonged projects with a risk of loss and waste, such as implementing and completing the inspection conclusions for the investment project to build and operate infrastructure in the Cao Xanh-Ha Khanh C new urban area, Cao Xanh ward.
