Authorities arrested 27 individuals involved in illegal lending and gambling activities.

After a period of surveillance and investigation, the Ha Trung District Police recently cracked case 523T, mobilizing nearly 100 officers to simultaneously arrest 27 individuals involved in illegal lending and organizing complex gambling activities in the form of buying and selling lottery numbers.

The individuals involved in "usurious lending in civil transactions" have been arrested by the Ha Trung District Police.

Accordingly, through investigation and intelligence gathering, the Ha Trung District Police discovered a group specializing in usurious lending in civil transactions. Most of the individuals in this network were primarily self-employed or small-scale traders, operating under the guise of selling groceries or birthday cakes, and directly using social media platforms like Zalo or Facebook to manage lending transactions and debt collection.

In response to the situation, the Ha Trung District Police established a joint special task force to focus on combating and eradicating this illegal lending activity. During the operation, the district police arrested 10 individuals specializing in usurious lending in civil transactions, including: Lai The Phat (born in 1976) and his son Lai The Dat (born in 2000) from Ha Binh commune; Mai The Sang (born in 1968) and his wife Vu Thi Lien (born in 1973) from Ha Ngoc commune; Trinh Trung Hoan (born in 1988) from Ha Chau commune; Vu Thi Nen (born in 1968) from Ha Trung town; Trinh Ngoc Hieu (born in 1984) from Ha Dong commune; Trinh Xuan Hoang (born in 1994) from Linh Toai commune; Nguyen Xuan Manh (born in 1978) from Ha Lai commune; and Nguyen Van An (born in 1971) from Ha Trung town, Ha Trung district.

During the search of the suspects' residences, the police seized numerous land use right certificates, loan agreements, valuable assets used as collateral such as cars, vehicle sales documents, and ledgers related to usurious lending.

Expanding the investigation, the police arrested 17 individuals (including those involved in running the betting operations and gamblers) in connection with organizing gambling activities in the form of buying and selling lottery numbers, led by Nguyen Van An. The total amount of money transacted in these gambling activities reached 5 billion VND.

With an interest rate of 3,000 VND per million VND per day, from 2022 until their arrest, these individuals lent money to many people in the district and illegally profited billions of VND.
