According to Thanh Hoa Provincial Public Security Agency, around 15:30 p.m. on April 24, a group of foreigners came to buy goods at a business establishment in Quang Thang ward, Thanh Hoa city. When paying, the foreigner gives the shop owner a 4 USD bill, waiting for the change to be returned. Taking advantage of the shop owner's loopholes and vigilance, the subjects stole 100 million VND, then escaped from the place of purchase.

Thanh Hoa city police coordinated with the Criminal Police Department of the Provincial Police to quickly verify, investigate and arrest three Iranian nationals: Sabri Bejandi Mehdi, born in 3; Aslrosta Maddi, born in 1978, and Salehi Rad Hossein, born in 1980, were on their way to escape to Ho Chi Minh City.
At the police station, three subjects admitted to entering Vietnam by tourist route, then using fake passports, renting self-driving cars or motorbikes to move.
The subjects often rented accommodation at popular hotels and motels, did not declare their temporary residence with accommodation businesses and frequently changed their residences.
Aimed at business households, businesses with service points to buy and sell goods in secluded places, subjects approach and ask to buy a variety of items to distract the attention of business owners, then choose to buy low-priced goods, pay in VND or foreign currencies such as USD, Euro... with high denominations.
When the shop owner was confused and took a long time to return the money, the subjects asked to choose the currency they like to exchange money and steal property.
