Closing of the 9th Extraordinary Session of the 15th National Assembly

On the morning of February 19th, the 9th Extraordinary Session of the 15th National Assembly concluded after 6.5 days of serious, democratic, innovative, scientific , and highly responsible work, completing all the planned agenda items.

Attending the closing session were: General Secretary To Lam; former General Secretary Nong Duc Manh; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; former National Assembly Chairmen Nguyen Van An and Nguyen Sinh Hung; Politburo member and Standing Committee Secretary Tran Cam Tu; Politburo member, Central Committee Secretary, and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien.

In his closing remarks, National Assembly Chairman Tran Thanh Man stated that at this session, the National Assembly had considered and passed four laws: the Law on Government Organization (amended); the Law on Local Government Organization (amended); the Law amending and supplementing a number of articles of the Law on National Assembly Organization; and the Law on Promulgation of Legal Normative Documents (amended).

At the same time, a Resolution was passed on addressing certain issues related to organizational structure The state; 4 resolutions to implement the reorganization of the National Assembly and Government apparatus during the 15th National Assembly term; 6 resolutions aimed at promoting the socio-economic development of the country and specific mechanisms and policies for a number of important projects and key national works.

"This is a significant milestone in the process of lawmaking, with great importance in serving the revolution of restructuring and streamlining the organizational apparatus of the political system, and in promptly resolving difficulties and obstacles in institutions and policies, creating breakthroughs to improve infrastructure, unleash resources, and create new development spaces for the locality and the whole country," the Chairman of the National Assembly stated.

The Chairman of the National Assembly stated that, during the discussions, many National Assembly deputies acknowledged that the draft laws submitted to the National Assembly this session contain many new, accurate, and relevant issues; they are concise, easy to understand, and in line with the spirit of innovative thinking in lawmaking since the 8th session of the 15th National Assembly; affirming the timely, necessary, objective, correct, far-sighted, and convincing decisions of the Party and the State; and correctly identifying the key issues, without hesitation or delay, to promptly address existing problems, obstacles, and bottlenecks hindering the country's development.

The National Assembly elected two additional Vice Chairpersons for the 15th National Assembly term; and approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term. The National Assembly also elected one member of the Standing Committee of the National Assembly and six Chairpersons of National Assembly Committees; approved the Prime Minister's proposal to appoint four Ministers for the 2021-2026 term; and simultaneously dismissed several Ministers and members of the Standing Committee of the National Assembly to take on other duties.

Emphasizing that the 9th Extraordinary Session was a great success, National Assembly Chairman Tran Thanh Man requested that agencies, units, and localities promptly organize and implement the plan with a proactive, creative, determined, and decisive spirit, ensuring that words are matched by actions.

We propose that the Government make every effort to develop plans and detailed regulations for the contents assigned in the laws and resolutions of the National Assembly; and that relevant agencies urgently review and amend specific contents in legal documents related to the restructuring of the apparatus that need immediate attention, have a unique nature, and cannot be handled according to general principles, in order to issue them within their authority.
