(NLĐO) - A National Assembly representative stated that very few scientific research results from the past have been put into practice, or have even been left in a drawer.
On February 17th, continuing the program of the 9th extraordinary session, National Assembly deputies discussed in the plenary hall the draft Resolution on piloting a number of specific mechanisms and policies to promote the development of science, technology, innovation and national digital transformation.
Concerned about mechanisms and policies for commercializing scientific research results, delegate Nguyen Anh Tri ( Hanoi delegation) argued that the draft Resolution does not clearly and vaguely address this issue.

According to delegate Tri, this is a very necessary content because it creates motivation for scientific research activities. When scientific research results are commercialized, it is an important motivation for scientists, and on the other hand, it also generates and supplements funding for this activity.
"When scientific research results are commercialized, it will create a position for this field in social life, contributing to raising the nation's standing," said Mr. Nguyen Anh Tri. This delegate argued that the revenue generated from the commercialization of research results will ensure a decent livelihood for scientists.
Mr. Nguyen Anh Tri stated that many talented scientists work at research institutes and universities, but their salaries and incomes are not guaranteed, making research activities increasingly difficult. Globally, according to Representative Tri, thanks to commercialization, many scientific research results have become "special intellectual goods."
In Vietnam, he stated that while some scientific research results have been commercialized, not many, and most have not been put into practice. "Even scientific research results remain in drawers until they become outdated and decay over time," National Assembly representative Nguyen Anh Tri pointed out.
He cited the example of the National Institute of Hematology and Blood Transfusion, which researched and discovered abnormal antibodies using a red blood cell panel, which has been put into use with good results, is cheaper than imported products, and is suitable for Vietnamese people. However, commercialization is very difficult due to complicated procedures.
Therefore, in order to commercialize scientific research results, delegate Nguyen Anh Tri suggested that the drafting agency review current legal documents on bidding, valuation, transfer, etc., to supplement them in the draft Resolution so that scientific research results can be commercialized.
Delegate Hoang Minh Hieu (Nghe An delegation) proposed supplementing policies to ensure the output of domestic scientific and technological research, focusing on policies that make the state the first and most important customer for the results of domestic scientific and technological research.
"The experience of other countries shows that this is a very important issue. For example, in the semiconductor chip manufacturing industry, the history of its development shows that without state programs for the consumption and use of semiconductor chips in the 1950s and 1960s, chip manufacturers at that time would not have had enough resources and motivation to continue investing in research and development of advanced semiconductor chips as they do today," Representative Hieu emphasized.
According to Mr. Hieu, ensuring the use of research and development results in state programs also demonstrates confidence in the capabilities of domestic scientists and science and technology organizations.
Currently, Vietnam's legal system, in the provisions of the Law on Bidding and the Law on Science and Technology, contains some regulations addressing this policy, but these are still not specific enough and, according to many studies, lack practical feasibility. Therefore, Representative Hoang Minh Hieu suggested that further research is needed to resolve these obstacles and bring this policy into practice as soon as possible.
