On the morning of December 11th, with a majority vote, the National Assembly passed a resolution on a number of special mechanisms and policies to create breakthroughs in the work of protecting, caring for, and improving the health of the people.
The resolution takes effect from January 1, 2026, except for the provision on hospital fee exemption, which will take effect from January 1, 2030.

Notably, the resolution stipulates provisions for expanding healthcare benefits and reducing medical costs for citizens.
Specifically, the plan involves increasing the percentage and level of reimbursement for medical examination and treatment costs under health insurance; allocating funds from the health insurance fund for screening, diagnosis, and early treatment of certain diseases and priority groups, according to a roadmap consistent with the country's socio -economic development, the state budget's balancing capacity, the health insurance fund, and the increase in health insurance contributions.
Specifically, health insurance participants who are members of near-poor households and elderly people aged 75 and above receiving social retirement benefits are entitled to 100% coverage of medical examination and treatment costs within the scope of their health insurance coverage.
Increase the benefit rate within the scope of health insurance coverage for social policy beneficiaries, vulnerable groups, low-income individuals, and other priority groups.
Health insurance funds cover screening, diagnosis, and early treatment of certain diseases.
Implement a policy of waiving basic hospital fees within the scope of benefits for health insurance participants, following a roadmap consistent with the country's socio-economic development, the health insurance fund's balancing capacity, and the increase in health insurance contributions.
The pilot program aims to diversify health insurance packages, offer a variety of health insurance service types, and provide supplementary health insurance based on the needs of eligible individuals.
The resolution states that the Government shall regulate the subjects and the roadmap for increasing the benefit level within the scope of coverage for health insurance participants.
The list of diseases and the roadmap for implementing health insurance funds to cover screening, diagnosis, and early treatment of certain diseases are consistent with the increase in health insurance contributions from 2027.
The regulations in this section are issued and take effect at the same time as the regulations increasing health insurance contributions from 2027.

Doctors and pharmacists are assigned a salary starting from level 2 upon recruitment, and receive an increase in allowances.
The resolution also stipulates regulations and policies regarding salaries and allowances for healthcare workers.
Accordingly, medical doctors, traditional medicine doctors, dentists, preventive medicine doctors, and pharmacists will be assigned salaries starting from bậc 2 (level 2) upon recruitment into their respective professional positions until new salary regulations are issued.
People who regularly and directly work in medical professions in the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, and pathology are entitled to 100% preferential occupational allowance.
Individuals who regularly and directly perform medical professional duties at commune-level health stations and preventive health facilities are entitled to a professional incentive allowance.
Specifically, 100% for ethnic minority and mountainous areas, areas with difficult socio-economic conditions, areas with particularly difficult socio-economic conditions, border areas, and islands. A minimum of 70% for cases not falling under the above categories.

The National Assembly also passed a resolution approving the investment plan for the national target program on healthcare, population, and development for the period 2026-2035.
The total capital for implementation during the 2026-2030 period is 88,635 billion VND. The resolution clearly states several objectives, such as contributing to achieving the target of 90% of communes, wards, and special zones meeting the national criteria for community health by 2030 and 95% by 2035.
The goal is to achieve 100% coverage of electronic health records and lifecycle health management among the population by 2030.
