On the morning of December 11th, with 430 votes in favor, representing 90.91% of the total National Assembly delegates, the National Assembly passed a Resolution approving the investment policy for the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Socio- Economic Development in Ethnic Minority and Mountainous Areas for the period 2026-2035.
The program aims to build modern, prosperous, beautiful, distinctive, and sustainable new rural areas, linked to urbanization and adapting to climate change. It also focuses on the comprehensive development of ethnic minority and mountainous regions.
Implement multidimensional, inclusive, and sustainable poverty reduction, ensuring gender equality and social security. Develop the rural economy in a green, circular, and ecological direction, linked to restructuring the agricultural sector to improve income, quality of life, and narrow the development gap between regions, areas, and population groups, especially ethnic minority and mountainous regions compared to other regions.
Strengthening national unity, enhancing the trust of ethnic minorities in the Party and the State; preserving and promoting the fine cultural identity of ethnic minority communities.
Ensuring national defense, security, and social order and safety, especially in strategic areas, border regions, and islands. Specifically, by 2030: Striving to increase the average income of rural people by 2.5-3 times compared to 2020; striving to increase the average income of ethnic minorities to half the national average.
The goal is to maintain a national reduction in the multidimensional poverty rate of 1 to 1.5% per year; to reduce the multidimensional poverty rate in ethnic minority and mountainous areas to below 10%. The aim is also to essentially eliminate all extremely difficult communes and villages in ethnic minority and mountainous areas.

The goal is for approximately 65% of communes nationwide to meet the new rural development standards, with about 10% of those communes being recognized as modern rural communes; and for 5 provinces and cities to be recognized as having completed the new rural development program.
By 2035: Strive to increase per capita income in rural areas by at least 1.6 times compared to 2030; strive to increase the average income of ethnic minorities to half of the national average.
The multidimensional poverty rate nationwide is projected to decrease by 1 to 1.5% per year according to the poverty line for the 2031-2035 period.
The goal is to reduce the number of disadvantaged communes and villages in ethnic minority and mountainous areas by at least 50%; and to have 5 provinces and cities in ethnic minority and mountainous areas with no disadvantaged communes or villages left.
The goal is for approximately 85% of communes nationwide to meet the new rural development standards, with about 30% of those communes being recognized as modern new rural communes; and for at least 10 provinces and cities to be recognized as having completed the new rural development tasks, with 5 of those provinces and cities achieving modern new rural status.
The program is implemented nationwide, prioritizing particularly disadvantaged communes and villages, ethnic minority and mountainous areas, security zones, border regions, and islands.
The beneficiaries are communes, villages, individuals, communities, cooperatives, cooperative groups, businesses, and other relevant organizations nationwide, with priority given to poor households, near-poor households, newly-escaped-from-poverty households, ethnic minority and mountainous areas, security zones, border areas, and islands.
The implementation period is from 2026 to the end of 2035. The total state budget allocated to the Program for the 2026-2030 period is approximately 423,000 billion VND; of which, central budget capital is 100,000 billion VND (development investment capital is 70,000 billion VND, recurrent expenditure is 30,000 billion VND), local budget capital is 300,000 billion VND, and policy credit capital (state budget source) is 23,000 billion VND.
During the implementation process, the Government continues to balance central budget funds, including social policy credit funds, to prioritize additional support for the Program in accordance with actual conditions, ensuring sufficient resources to achieve the assigned goals and tasks.
Based on the results of the Program's implementation during the 2026-2030 period, the Government will submit to the National Assembly a proposal for the resources needed to implement the Program during the 2031-2035 period.
Earlier, on behalf of the Prime Minister, Minister of Agriculture and Environment Tran Duc Thang presented the report explaining, receiving feedback, and revising the draft Resolution approving the investment policy for the National Target Program on New Rural Development, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2026-2035. He stated that the Government affirms that integrating the three National Target Programs will not disrupt or omit any policies; it places the highest priority on the development of ethnic minority and mountainous areas; and commits to implementing the Program decisively and effectively, contributing to the realization of the highest goal of the Party and State: ensuring a prosperous and happy life for the people, especially those in ethnic minority and mountainous areas.
