Closing of the 17th session

On the afternoon of October 10th, after a day of serious and responsible work, the 17th session of the 11th Provincial People's Council, chaired by the Chairman of the Provincial People's Council Nguyen Hoai Anh and the Vice-Chairmen of the Provincial People's Council, concluded.

At this session, the Provincial People's Council carefully considered and discussed the submissions and draft resolutions presented by the Provincial People's Committee. As a result, they unanimously approved 12 resolutions on provincial planning, mechanisms, policies, and investment guidelines for projects as outlined in the session's agenda.

In his closing remarks at the session, Chairman of the Provincial People's Council Nguyen Hoai Anh emphasized that these are very important resolutions with a significant impact on the socio -economic development and the lives of the people in the province. Therefore, the Provincial People's Council requested the Provincial People's Committee, all levels, sectors, localities, and units, according to their assigned functions, duties, and powers, to focus on organizing the urgent, decisive, and synchronized implementation of solutions to ensure that the newly adopted resolutions are quickly put into practice and achieve high effectiveness.

It should be noted that, regarding the Provincial Planning for the period 2021-2030, with a vision to 2050, the necessary procedures and documents must be urgently completed according to regulations for submission to the Prime Minister for approval. Immediately after approval by the Prime Minister, the Provincial People's Council requests the Provincial People's Committee to organize a conference to announce the plan, widely disseminating its content to all levels, sectors, and segments of the population. At the same time, it requires all levels and sectors to thoroughly understand and uphold a high sense of responsibility in planning management, ensuring that the plan is implemented effectively and synchronously, maximizing the use of resources to serve rapid, comprehensive, and sustainable development.

Regarding resolutions related to investment policies and adjustments to investment policies for projects, the Provincial People's Council requests the Provincial People's Committee to direct investors to accelerate the implementation and disbursement of investment capital for projects; regularly monitor, inspect, and supervise to ensure the quality of works; direct the management and settlement of capital to ensure strictness, efficiency, and compliance with regulations; promptly address shortcomings; improve investment efficiency; and quickly bring completed projects into use.

Regarding the Resolutions on policies to support training, fostering, and attracting human resources to work in the province, we request that the Provincial People's Committee direct the immediate implementation of these resolutions upon their issuance, especially focusing on specific details to ensure timely and convenient implementation by relevant agencies, units, and localities. We also request increased efforts in disseminating and publicizing these policies through various appropriate methods to reach and attract eligible beneficiaries.

Chairman of the Provincial People's Council Nguyen Hoai Anh requested the Standing Committee of the Provincial People's Council, the Committees, the Delegation Groups, and the delegates of the Provincial People's Council to strengthen supervision, promptly detect shortcomings and inadequacies, and propose and request the Provincial People's Committee and relevant agencies to implement solutions to ensure that resolutions are implemented with the highest effectiveness.
