Please continue to implement low-income housing projects
Mr. Le Ngoc Quang, Deputy Chief of the Office of the People's Committee of Quang Nam Province, informed that he had received a document from the Agricultural Rural Investment Consulting Joint Stock Company and Sports Tourism Service STO (abbreviated STO Company) about the proposal to continue implementing the project of housing for low-income people in Dien Nam - Dien Ngoc Industrial Park, Dien Ban town, after the provincial Inspector issued the conclusion of a comprehensive inspection.
At the proposal of STO Company, Mr. Le Tri Thanh, Chairman of Quang Nam Provincial People's Committee assigned the Provincial Inspectorate to preside over, coordinate with relevant agencies, and advise the Provincial People's Committee to respond to this request.
According to a document sent to the People's Committee of Quang Nam Province, Mr. Pham Tien Tien, General Director of STO Company, said that during the comprehensive inspection of the project, the Quang Nam Provincial Inspectorate found that there were criminal signs for the behavior of the former Chairman of the Board of Directors of STO Company, Mr. Tran Chien Thang and a number of previous managers of STO Company.
Therefore, the Inspectorate of Quang Nam province will not disclose the inspection results to the STO Company and related units, and will transfer all the files to the Investigation Police Agency and the Quang Nam Provincial Police to investigate and clarify the legal violations of the individuals involved.
Therefore, after the Quang Nam Provincial Inspectorate announced the inspection conclusion, STO Company did not know how the project construction was carried out according to the inspection conclusion. Currently, this project has stopped construction from October 18, 10.
According to STO Company, in order to have a basis to continue implementing the project as well as to have a basis to work with investors who have invested in the project, STO Company respectfully requests the People's Committee of Quang Nam Province to allow the investor to continue implementing the project to ensure the progress that the company has committed to the Provincial People's Committee.
"In the event that after June 8, 6, STO Company does not receive a written response from the Provincial People's Committee, the company will continue to execute the project according to the committed schedule", Mr. Tien stated in the document.
A series of mistakes
According to the inspection conclusion of Quang Nam province, the management of the project of housing for low-income people in Dien Nam - Dien Ngoc Industrial Park of the investor revealed many weaknesses, leading to the project lasting many years not being completed. The project items are being carried out unfinished, showing signs of deterioration or damage.
The construction of the project has not been completed but the investor has illegally transferred the land use rights (through the capital contribution contract); exploitation and transfer of overlapping land lots.
The inspection conclusion stated a number of violations showing signs of intentionally violating the law and signs of fraud to appropriate assets of Mr. Tran Chien Thang, former Chairman of the Board of Directors of STO Company.
Specifically, Mr. Thang directed to raise capital by transferring land use rights through capital contribution contracts contrary to the law.
Exploiting and transferring duplicate land lots at the project, there are signs of customer fraud, leading to complaints and lawsuits lasting many years, causing frustration among the people, causing insecurity and disorder; failed to provide sufficient dossiers and documents for inspection, lost accounting books and documents in 2017, 2020, 2021.

Housing project for low-income people in Dien Nam - Dien Ngoc Industrial Park has a total area of more than 1.800 hectares, the investment scale includes infrastructure systems, public works, service works and more than 3.600 apartments with full living facilities, with a total capital of more than 700 billion VND.
