The significant changes in the rural landscape and people's lives in Thieu Tien commune over the past period have been largely due to the contributions of the grassroots officials. Among them, the Party Secretary and Chairman of the People's Council of the commune, Le Viet Chi, is recognized by many officials, Party members, and the people for his approachable, grassroots-oriented working style and for his commitment to putting words into action.

Following the implementation of the two-tiered local government model, the demands placed on grassroots officials are not only to quickly adapt to the new operating mechanism but also to enhance their leadership and management capabilities to meet the development requirements of the new phase. In this context, the Party Secretary of Thieu Tien commune, Le Viet Chi, chose an approach that puts the people at the center and uses practical effectiveness as the measure for all policy decisions.

According to many local officials, one of the key factors contributing to high levels of consensus in task implementation is the close involvement of the Party committee leader. Mr. Nguyen Thanh Hung, Secretary of the Party Branch and Head of Cam Van village, stated: "The Party Committee Secretary of the commune always closely monitors each area, regularly visits the grassroots, and directly engages in dialogue with the people to understand their thoughts, aspirations, and any difficulties arising during the implementation of tasks. As a result, many policies and resolutions, when implemented, receive the consensus and positive response of the people."

Along with listening to opinions from the grassroots, the Party Secretary of the commune also focuses on building practical movements that are suitable to the conditions of each locality. The "Clean House - Green Garden - Bright Alley - Cultural Village" model has been implemented synchronously, contributing to raising the awareness and responsibility of people in preserving the environmental landscape and building a cultural life in residential areas.

From landscape beautification to environmental sanitation, there are specific plans and clear implementation timelines. During holidays and festivals, the Party Secretary of the commune regularly visits the community to encourage and support the people. The decisive leadership and guidance of the Party Committee leader are also clearly demonstrated in the investment in infrastructure development. Many transportation and lighting projects have been implemented, contributing to changing the face of the rural area. Mr. Nguyen The Binh, a resident of Quang Trung 1 village, happily shared: “Just looking at the landscape of the roads and the commune's office building, you can clearly see the changes in the leadership and management of the Party Committee Secretary. What many people appreciate most is the sense of responsibility of the Party Committee Secretary. To date, many roads have been upgraded and equipped with lighting systems, making daily life and travel more convenient for the people.”

Along with consensus and recognition, the people also frankly contributed opinions to help the locality continue to improve. Many opinions expressed a desire for the commune to continue promoting administrative reform and improving the quality of service at the Public Administrative Service Center. In addition, they suggested improving the effectiveness of the local broadcasting system to promptly disseminate the Party's guidelines and the State's policies and laws to the people.

Feedback from the grassroots level has been and is being received by the Party Committee and the local government, considering it an important source of information for adjusting and improving leadership and management methods. Along with infrastructure investment, the locality continues to focus on administrative reform, effectively utilizing investment resources, and creating momentum for development in the 2026-2030 period.

According to Le Viet Chi, Secretary of the Party Committee of Thieu Tien commune, the satisfaction of the people is the measure of the effectiveness of the Party committee and the government. Therefore, the assignment of tasks is always carried out clearly, linked to the specific responsibilities of each official and civil servant. At the same time, it is necessary to strengthen inspection and supervision of the implementation process to improve administrative discipline and order, and limit the avoidance and shirking of responsibility.

The experience in Thieu Tien shows that the effectiveness of leadership is not only demonstrated through projects, infrastructure, or socio-economic development indicators, but also measured by the people's trust in the Party committee and government.
