After one month of operating the new commune government apparatus, the Party Committee of Ia Chim commune, Quang Ngai province has completed its staff and civil servants.

The whole commune currently has 77 people, the fields of economy , administrative reform, digital transformation, social security are deployed synchronously. However, Ia Chim commune currently lacks some necessary professional personnel: information technology, finance-budget, ethnicity, religion, land management...

Some commune officials and civil servants are currently unable to meet the new tasks. Previously, the commune accountant position was only responsible for disbursing and allocating the budget, but now it operates like a district-level finance department when it has to make estimates and allocate capital for the entire commune.

According to Deputy Secretary of the Party Committee of Ia Chim Commune, Le Phuong Nguyen: The new commune-level apparatus needs personnel with deep expertise and thorough training, but due to changes in job positions, some civil servants are assigned to the wrong expertise, do not meet the requirements, and lack personnel with deep expertise.

More than 300km from the center of Quang Ngai province, the cadres and civil servants of Xop commune strive to overcome difficulties to operate the new apparatus. After nearly 20 years as a specialist in the old commune office, after the merger, Mr. Tran Hai Thoai joined the synthesis team of the commune office. Due to the lack of information technology personnel, he concurrently took on the digital transformation and network system management. Without expertise, he encountered many difficulties when managing the reporting system via the website, when the software had problems. Mr. Tran Hai Thoai shared: The weakest point here is digital transformation because there are no specialized engineers. My colleagues and I encountered obstacles when receiving online applications .

As a specialist in the Economic Department, in charge of the natural resources and environment sector, but due to a lack of staff, Mr. Ngo Sy Duc also takes on poverty reduction work in Xop commune: "I work and ask experienced people to gradually adapt. The department currently has four specialists, I hope to have a full-time officer in charge of poverty reduction work."

In many mountainous communes of Quang Ngai province, the local human resources situation has not met the new requirements, the lack of professional staff has caused many difficulties in the direction and operation of the local government. In the communes of Dak Pek, Ngoc Linh, Mang Ri, Ia Chim, etc., the professional staff in the old district is not enough to be arranged for the new commune; the staff and civil servants are not arranged in accordance with their expertise and strengths, so the localities have to both operate and consolidate the apparatus according to actual requirements.

“Each department and office in the old district usually had seven to eight people in charge of many areas, so when they returned to the communes, they would be better off in one area but less so in another. Commune officials used to do well, but now, with the scale and new requirements of the tasks, they cannot meet them and need time,” a commune leader explained.

Managing and operating socio-economics in the digital environment, especially in the fields of agriculture , environment, information technology, internal affairs, finance, economics, etc., requires more professionally trained and qualified personnel.

According to Ms. Nguyen Thi Ngoc Dung, Chairwoman of the People's Committee of Truong Quang Trong Ward: After the reorganization, the ward has improved its organizational structure in a reasonable and effective manner, but there is still a lack of specialized staff in the fields of environment, poverty reduction, construction order management, urban areas... Officials and civil servants have to hold concurrent positions, which affects work efficiency.

Quang Ngai province has 96 communes, wards and special zones. After merging the province and implementing a two-level local government, many sectors and areas of expertise that are most needed today in the fields of information technology, finance, economics, etc. are in short supply. In many localities, the situation of local cadres holding the area is not high in professionalism; on the contrary, cadres with good expertise transferred from the old province or district to the grassroots level do not have a good grasp of the area.

After more than a month of operating the new apparatus, localities have clearly identified difficulties and come up with solutions for the grassroots. “To solve the immediate difficulties in information technology, the province has a professional contract mechanism, so the commune is looking for people,” said the leader of Ngoc Linh commune.

The contract mechanism is to increase the number of people going to the commune; localities proactively review and arrange personnel with the right expertise, skills, and strengths so that the apparatus can operate better. Quang Ngai province proactively proposes a plan to send provincial-level cadres, civil servants, and public employees to the grassroots level; especially to strengthen the especially difficult socio-economic areas. Departments and branches send 5% of civil servants to the grassroots level; encourage sending officials to the locality to support the locality in providing public services and serving state management.

The province increases the number of cadres and civil servants in grassroots working groups, especially the Department of Agriculture and Environment and the Department of Finance. Units send and second cadres for 3 to 12 months to support communes and wards.
