On the occasion of the 80th anniversary of the August Revolution and National Day September 2, General Secretary To Lam this morning chaired a meeting with revolutionary veterans, former members of the Party Central Committee of all terms, former leaders of Party committees and agencies, the Vietnam Fatherland Front and central socio- political organizations.
Speaking at the meeting, General Secretary To Lam emphasized that what the country has achieved today, from a backward agricultural country devastated by war, to becoming a developing country with average income and an increasingly high position in the international arena, is partly due to the contributions of former leaders and revolutionary veterans.
The precious legacy that former leaders and revolutionary veterans left behind is not only documents, resolutions, development strategies, projects, factories, enterprises, achievements in socio-economic development, improving people's lives... but also political mettle, strategic vision, spirit of solidarity, and will to be self-reliant.

The General Secretary said that the country is entering a new era with the aspiration of rapid and sustainable development, becoming a developed, high-income country by the middle of the 21st century.
The General Secretary said that in addition to the efforts of the entire political system and the people, the Party and State also need the companionship and intellectual and experience contributions of former Central Committee members, senior officials, those who have a deep understanding of the laws of development, have experienced difficult situations, and are always steadfast in their goals for the country and the people.
The resources and creativity in the people are enormous.
Outlining the tasks, the General Secretary noted that it is necessary to ensure territorial integrity and sovereignty, preserve a peaceful environment, social stability, and national stability; develop the country quickly and sustainably, without further delay; and at the same time improve and satisfy the people's needs for spiritual and material life.
Regarding the organization and arrangement of the political system, the General Secretary shared: "If we want to develop, first of all, the apparatus must be very light so that it can fly high and far."
To implement this, according to the General Secretary, first of all, there needs to be solidarity, unity, and high determination within the Party, the Politburo, the Secretariat, the Central Executive Committee, all levels, the political system, and the people's consensus.
"The new apparatus has been in operation for several months and in particular the two-level local government system has been streamlined, economical, and created a working mindset. This is not just about streamlining departments but first of all rethinking the orientation and creating development," the General Secretary analyzed.
The General Secretary also emphasized that the settlement of administrative procedures for the people is at the commune level. People do not have to go to the province or the central government to resolve the issues. The commune-level government must be close to the people, see their needs and resolve those needs.
"If the commune-level government does not do it, no one can do it," the General Secretary noted.

Regarding the work of building and perfecting institutions, the General Secretary said that the Politburo promptly issued resolutions to resolve each problem.
Referring to Resolution 57 on science and technology development, the General Secretary stated: "If we do not focus on science and technology, we cannot have high productivity. We are latecomers so we must take shortcuts to catch up with science and technology. We are not a dumping ground for old technology but must catch up with the world with new science and technology," the General Secretary affirmed.
Regarding Resolution 59 on international integration in the new situation, the General Secretary said that Vietnam has an annual import turnover of up to 800 billion USD, so it must integrate comprehensively into the world. If Vietnam wants science and technology to develop, it must know where the world's science is and where our country is.
"We must participate in the global economy and play an important role in the product supply chain. We also need to participate in human civilization and have the right to enjoy and absorb cultural quintessence," said the General Secretary.
Regarding Resolution 66 on innovation in law-making and enforcement to meet the requirements of national development in the new era, the General Secretary said that this is a resolution that creates a breakthrough in institutional reform, not only removing barriers and bottlenecks in the legal corridor but also creating a comprehensive and transparent institutional environment. Thereby promoting innovation and development, while strengthening the leadership and control role of the Party, creating a breakthrough in law-making and enforcement.
With Resolution 68 on private economic development, the General Secretary emphasized the role of the private economic resource. Currently, the country has more than 250 large projects and works with a total investment of about 1.3 million billion VND, starting and inaugurating on August 19; of which more than 30% is state capital, nearly 70% is private capital.
"This shows that the people's strength is very great, many projects are boldly assigned to the private sector. The resources and creativity among the people are very great," the General Secretary affirmed.
The General Secretary expressed hope that by 2030, we will have 2 million private enterprises; of which 20 large enterprises will participate in the global value chain, contributing 55-58% of GDP, creating jobs for 84-85% of the workforce, increasing labor productivity by 8.5-9.5%/year...
We also set a goal of having at least 3 million private enterprises by 2045, contributing over 60% of GDP with international competitiveness and deeply participating in the global value chain.

The General Secretary affirmed that although the private economy is being developed, the role of the state economy will not be loosened. Therefore, the Party will soon have a resolution on this content, clearly defining the leading role of the state economy.
Emphasizing that many difficult and important matters were discussed within the Politburo and Secretariat and asked for opinions from the Central Executive Committee, the General Secretary said that basically, important, strategic and revolutionary contents reached high consensus on policies, plans, and implementation roadmaps.
Therefore, the work that the Central Executive Committee has recently carried out is considered "correct" and "on target", and has been supported by cadres, party members and the people; the amount of work completed is considered "one year equals many years", demonstrating the spirit of "practice goes hand in hand with words".
Actively prepare for the 14th Congress to become a historic Congress
Regarding the 14th National Party Congress, the General Secretary said that the Congress is expected to take place in the first quarter of 2026. Up to now, the Central Committee is actively preparing for the 14th National Congress to become a historic Congress, creating a mark to bring our country into an era of prosperity and sustainable development, for the prosperous and happy life of the people.
The new point in the 14th Congress is to integrate 3 Congress documents including: Political report, socio-economic report, party building report into a synthesis report called "Political report".
In particular, the Congress will also pass the "Action Program" for the entire term, what to do each year, who is responsible, what local contributions; without waiting for specialized resolutions, otherwise it will be very time-consuming.
Regarding the documents submitted to the Congress, the General Secretary informed that they are being sent to collect opinions from Party committees, branches, all Party members and the masses.
Regarding the new Central Committee's personnel, the General Secretary shared some opinions of former leaders and officials speaking at the meeting, saying that it is necessary to "focus on quality, have appropriate quantity and structure, and meet requirements and tasks".
The General Secretary also shared the orientation to increase the number of Central Committee members in important positions and areas. This has recently been thoroughly discussed, including opinions on whether to reduce the number of Central Committee members or not, and if increased, in which areas? In addition, there are opinions that having streamlined the apparatus, the Central Committee must also set an example to reduce...
The General Secretary emphasized that in addition to the orientation of increasing the number of Central Committee members in a number of positions to strengthen the Party's leadership, the Central Committee also plans to have a ratio of young cadres under 47 years old of over 10%, and female and ethnic minority cadres of 10-12%.
“The selection of cadres must be truly exemplary, clean, dare to think, dare to do, dare to take responsibility, dare to sacrifice personally for the overall benefit of the people, and put national interests above all,” the General Secretary stated.
Note that the selected personnel must be prestigious people in the party. The General Secretary believes that the important thing is how to act and choose. Therefore, the people who implement the organization are also very important because if the resolution is correct but the cadres who organize and implement it are not correct, it will not be effective.
