During the past term, deeply imbued and effectively implemented the viewpoint that "people are the root", the center, the subject in all policies and strategies to protect national security and social order and safety, has created a source of strength for the Central Party Committee of the Public Security and the entire People's Public Security force to complete and excellently complete all the contents set forth in the Resolution of the 7th Central Party Committee of the Public Security; become one of the typical and excellent Party Committees in implementing the Resolution of the 13th National Party Congress.

Before the 8th Central Party Congress of the Public Security, the Politburo listened to the Standing Committee of the Central Party Committee of the Public Security report on the preparations for the Congress and gave instructions for the Party Committee to complete the draft documents to be submitted to the Congress. In protecting national security, you have well organized the work of fighting, dismantling, and neutralizing hundreds of intelligence subjects, suspected intelligence agents, spy bases, and spies deep inside the country and domestically; Attack, destroy, and prevent the sabotage activities of many reactionary organizations in exile and a number of opposition subjects in the country; expand the fight against key opposition subjects abroad; neutralize plots and activities inciting "secession" and "autonomy" in strategic areas; repel the risk of creating political dependence through the economy; actively protect the Party's ideological foundation, fight against erroneous and hostile viewpoints with many innovative, creative, and highly effective methods. First, on the guiding viewpoint:

- Dare to think, dare to do, dare to take responsibility, dare to innovate, dare to sacrifice for the Party, for the country, for the people, to constantly enhance the prestige and strength of the Vietnam People's Public Security.

Second, about the 5 key tasks

One is , focus on leadership. Firmly consolidate a peaceful and stable environment, build an orderly, disciplined, safe and healthy society, creating a foundation for successfully implementing the Resolution of the 14th National Congress and the two 100-year strategic goals of the Party. Proactively grasp the internal and external situation, partners and subjects, promptly advise on turning danger into opportunity, promote the creation and seizing of opportunities, repel all risks and challenges to development, security and national interests.
