The Ho Chi Minh City Labor Federation has planned to take care of about 350,000 workers during the Lunar New Year of Binh Ngo 2026. The maximum City-level expenditure is not more than 1 million VND/person. The beneficiaries are union members and workers in Ho Chi Minh City with difficult circumstances, specifically:
- Work accident, or other risky work accident.
- Suffering from a serious illness, or long-term illness, or an accident or occupational disease and being treated or nursed as prescribed by a competent medical facility.
- Losing jobs, having working hours reduced, having to stop working, or having to temporarily suspend the performance of labor contracts due to difficulties in the business, having to reduce production, stop operations, relocate to another location, dissolve, go bankrupt, the business owner flees, owes wages, bonuses, or does not receive Tet bonuses from the business; being heavily affected by natural disasters, remote areas, arduous, toxic, dangerous occupations, female workers who are pregnant, raising children under 36 months old, etc.
- Belonging to unions, public service units, key projects in Ho Chi Minh City
- Working at key units, enterprises and projects that organize production during Tet.
- Officials, civil servants, public employees, and workers working at agencies and units (formerly Binh Duong province and Ba Ria - Vung Tau province) facing difficulties and being affected by the implementation of the 2-level local government model are working directly in Ho Chi Minh City.
- In units and enterprises that have not established a grassroots trade union but have contributed to the trade union fund. For this group, the maximum level of care is not more than 500,000 VND/person.
- Union members and workers in particularly difficult circumstances according to Decision 1411/QDTLĐ dated August 1, 2024 of the Vietnam General Confederation of Labor . In these cases, the maximum care level is 2 million VND/person.
- Other cases of union members and workers facing sudden difficulties (if any) not falling within the criteria specified in this plan, proposed by the Local Management Working Group, Ward, Commune, Special Zone Trade Unions and Grassroots Trade Unions, ensuring the right subjects, transparency and accuracy, are sent to the Ho Chi Minh City Labor Federation for consideration and decision.
The principle of considering Tet care is from the grassroots level. In cases of real difficulty, a list will be made and proposed to the City Labor Federation for consideration of specific support. Each union member and worker will only receive one form of care and support of the highest level, without duplication (applicable to programs organized by the City Labor Federation and the Vietnam General Confederation of Labor in the area).
The Hanoi City Labor Federation has also just planned to organize activities to support union members and workers on the occasion of the Lunar New Year 2026.
Accordingly, the Hanoi Labor Federation will prioritize support for people in especially difficult circumstances, those who have had work accidents, illnesses, lost their jobs, had their working hours reduced or were owed wages and bonuses. Workers from policy families, ethnic minorities, those who have not returned home for many years or who stay to work during Tet are also eligible for support.
Specifically, 60,000 union members and workers in the city will receive support of 1 million VND/person. Those who are directly visited and given New Year greetings by the capital's leaders will receive an additional gift worth 300,000 VND.
In addition to the above activities, the Hanoi City Labor Federation will organize the Trade Union New Year at two locations: the social housing area (Thien Loc commune) from January 31 to February 1, 2026 and the Vietnam-Soviet Friendship Labor Cultural Palace (Cua Nam ward) from February 7 to 8, 2026.
The Hanoi Labor Federation also organized 30 free bus trips for 1,200 workers, departing from Thang Long Industrial Park on February 14, 2026, to return to their hometowns for Tet. An additional 5,500 people will be supported with 300,000 - 700,000 VND in ticket prices depending on the locality, including cases of returning to their hometowns in the South or the Northern mountainous region.
