On the afternoon of October 3, General Secretary To Lam chaired a working session with the Ministry of Home Affairs and the Ministry of Agriculture and Environment on the system of public service units performing agricultural extension tasks at the local level when operating a two-level government model.

According to the report of the Ministry of Home Affairs and the Ministry of Agriculture and Environment, implementing the 2-level local government model, the situation of arranging grassroots agricultural extension forces and community agricultural extension, up to now each locality has reorganized 1 public service unit under the Department of Agriculture and Environment to carry out agricultural extension tasks.
Up to now, the whole country has 136,261 cadres and civil servants working in 3,321 communes, wards and special zones. On average, there are 41.03 people/commune, ward and over 94% of commune-level cadres have university degrees, only about 5.38% of cadres have qualifications not suitable for their expertise.
Speaking at the meeting, General Secretary To Lam stated that the Politburo had made very specific assessments and conclusions regarding common issues at the commune level. According to feedback, one of the most difficult issues at the commune level today is personnel work.
However, the General Secretary affirmed: "It cannot be said that the commune level lacks cadres and that the qualifications of commune-level cadres are weak and lacking. Talking about professional qualifications, commune-level cadres cannot be lacking. From now on, in local reports, there cannot be the words "unprofessional cadres". If anything, there is only a lack of enthusiasm, a lack of responsibility, a lack of awareness, it cannot be blamed on a lack of expertise.
In response to complaints from many localities about the lack of cadres or cadres not meeting job requirements, the General Secretary said that this is an issue that the localities themselves must answer, the central government cannot answer for the localities. The root of the problem lies in an irresponsible and unenthusiastic working attitude, which does not truly demonstrate the spirit of serving the people.
From there, the General Secretary requested to review the work arrangement and re-evaluate the quality of staff to have a plan to overcome the problem.

General Secretary To Lam also requested not to establish regional agricultural extension centers and affirmed that the arrangement of agricultural extension officers at the commune level would still be guaranteed.
"Do not organize regional agricultural extension stations. Dissolving the district level and then establishing regional ones will turn it into a disguised district level. The head is neither the head nor the feet. No one manages this man. In fact, he is still in the commune but he is an official of the province and the agricultural department. This model is unacceptable," the General Secretary stated.
Regarding the solution, the General Secretary requested the commune level to urgently establish a public unit to carry out this task. However, it is necessary to identify the commune level government as the level that must direct the implementation of agricultural extension tasks, not leaving it entirely to this public service unit.
"The secretary, chairman or vice chairman, deputy secretary must have a person in charge of agriculture. So there are 5 agricultural officers in the commune. Responsible for all matters of land clearance, land documents, agricultural extension, veterinary... then in terms of staffing, it is indispensable. There is no need to increase any staffing but the commune will have enough officers," the General Secretary affirmed.
General Secretary To Lam also requested the Ministry of Home Affairs and the Ministry of Agriculture and Environment to report to the Government after the meeting to complete the policy of arranging and assigning commune-level officials before October 15.
