Efforts to complete the repair of weak points on the dike system

Due to the impact of floods in recent years, many serious landslides have appeared on the dikes in the province. Typically, on the right dike of Ma River, the left and right dikes of Len River, the left and right dikes of Lach Truong River,... landslides have caused a risk of insecurity to State property and potential danger to people's lives and property.

The left-hand dike of Lach Truong River (in Hau Loc commune) has been completed, serving flood and storm control and traffic.

To protect the safety of the dykes, meet the requirements of flood and storm prevention and control (PCLB), the Project (DA) to strengthen the dyke system of Thanh Hoa province, phase 2021-2025 has been approved by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment ) in Decision No. 3249/QD-BNN-PCTT dated August 25, 2022, the project implementation period is from 2022-2025.

The total investment length of the project is about 23.5km, including the following routes: right dike of Ma River; left and right dike of Lach Truong River; left and right dike of Len River, located in the districts (old): Hau Loc, Hoang Hoa, Nga Son, Ha Trung and Thanh Hoa City, Sam Son City. The goal of the project is to upgrade the dike, handle weak points of the dike on the dike routes, complete the design cross-section according to the planning to meet immediate requirements as well as gradually increase the flood and storm resistance capacity of the dike system of Thanh Hoa province, gradually eliminate key weak dike points, ensure storm and flood prevention, combine convenient traffic, create a clean and beautiful landscape environment in the area. The investor (Management Board of Investment Project for Construction of Agricultural Works and Rural Development of Thanh Hoa) has signed a contract with the contractor, implementing construction packages in December 2023.

At the end of November 2025, the weather was dry, we were present at the construction site of the project to strengthen the dike system in Thanh Hoa province, phase 2021-2025. On the left dike of Lach Truong river (in the communes of Hau Loc and Hoa Loc), constructed by Thanh Hoa Agricultural Construction and Rural Development Corporation - JSC, Mr. Duong Van Ngoc, a technical officer of the corporation shared: Taking advantage of favorable dry season weather, Thanh Hoa Agricultural Construction and Rural Development Corporation - JSC prioritized mobilizing specialized motorbikes; arranging human resources and gathering materials to the construction site, implementing solutions to speed up the construction progress of items. During the construction process, the unit proactively overcame difficulties such as: the weather in recent months has been rainy; some construction materials are scarce, prices have increased; Site clearance is still slow, the construction of works such as: filling the dike cross-section, building breakwaters, grading crushed stone and concrete dike surface, etc. is organized simultaneously, so the progress is quite fast, the technique and aesthetics are guaranteed. The company's leadership has paid attention to the lives of engineers and workers participating in the project; organized appropriate working plans to ensure the health of workers working directly at the site in adverse weather conditions. The company has completed the construction of filling the dike cross-section, breakwaters to ensure the safety of the project when floods and storms occur; and poured concrete on the dike surface for 4.2/6.4km. Taking advantage of the favorable time, the company has been rushing to construct the remaining dike surface concrete to compensate for the volume of heavy rain in the past months that has affected the construction progress.

At the right dike of Ma River, in Quang Phu Ward, Sam Son Ward, the contractor has proactively overcome difficulties, mobilized specialized vehicles, equipment, and human resources to speed up the construction progress. Up to now, 100% of the work volume has been completed, meeting the requirements of fire prevention and fighting.

On the left and right dikes of Len River in the communes of Ha Trung, Linh Toai, Nga Thang, Dong Thanh, Hoa Loc, contractors are urgently completing the earthwork to complete the dike cross-section, wave-breaking walls, and concrete dike surface, with the estimated volume reaching nearly 90% of the total volume to be done.

In general, at the construction site of the project to improve the weak dyke system in Thanh Hoa, taking advantage of the favorable dry season weather, contractors have been synchronously organizing the construction of the remaining works such as: filling the dyke cross-section, breakwater, gabions to protect the dyke toe, grading crushed stone and concrete on the dyke surface... During the rainy and stormy season of 2025, the units have basically completed the dyke cross-section to ensure the flood prevention and flood control elevation in 2025. By the end of November 2025, the contractors have completed an estimated volume of nearly 90% of the total volume of the entire project.

During the project construction process, the Thanh Hoa Agricultural and Rural Development Project Management Board has increased the number of officers and engineers to the construction site to direct and supervise the technical and quality of each project item. Coordinated with functional departments and contractors to resolve difficulties and problems that arose. Coordinated with communes to mobilize people's consensus, promptly completed site clearance, and created favorable conditions for construction units to perform their tasks.

Currently, contractors have been taking advantage of favorable dry season weather, focusing on mobilizing specialized vehicles, equipment, officers, engineers, workers, urgently constructing some dike sections, some works under construction such as: wave-breaking walls, pouring concrete on the dike surface... Contractors have deployed a number of appropriate solutions, proactively overcoming difficulties and obstacles, achieving the goal of completing the project to renovate the dike system of Thanh Hoa province by mid-December 2025. After completion and put into use, the project will serve to prevent floods, protect the safety of residential areas and green, clean and beautiful environment; develop traffic, create favorable conditions for people to travel, contributing to socio-economic development in the region.
