Peaceful countryside villages

Building livable rural villages is a key objective in the implementation of the National Target Program for New Rural Development. In particular, with the commune police force becoming a regular force, security and order in villages and hamlets are becoming increasingly peaceful, contributing to socio-economic development in rural areas.

According to Deputy Director of the Provincial Police, Colonel Nguyen Viet Anh, in implementing Plan No. 322/KH-BCA-PV05 dated June 21, 2022, of the Ministry of Public Security on organizing the emulation movement "The whole country joins hands to build new rural areas" in the People's Police force, giai đoạn 2021-2025, the Provincial Police have seriously implemented many solutions to effectively fulfill criterion 19.2 on ensuring security and order, aiming to build increasingly peaceful villages.

To enhance security and order in the construction of new rural areas, the police force has intensified propaganda through various diverse forms to raise public awareness, contributing effectively to the prevention and fight against crime and social evils in rural areas. Local police forces have coordinated with departments, agencies, and organizations to distribute 69,510 leaflets and hang 4,703 banners, billboards, and posters... to promote security and order in the construction of new rural areas.

In addition, the application of information technology in online propaganda work was enhanced through Facebook and Zalo pages of police units and localities, sharing more than 41,500 articles and images; and conducting 29,695 propaganda sessions on local radio systems.

At the same time, training courses on communication skills and the implementation of security and order criteria in building new rural areas were organized for 750 village officials; helping key village officials to effectively mobilize and educate the people to participate in maintaining security and order in rural areas.

To ensure security and order are increasingly effective, the police force has proactively monitored the situation, closely coordinated with various departments, agencies, and organizations, and proactively advised Party committees and authorities to promptly resolve and stabilize conflicts and disputes related to land clearance. They have also leveraged the role of religious leaders and influential figures in the community to effectively participate in the new rural development process.

Focus on effectively combating various types of crime and social vices in rural areas, especially in key areas with complex security and order issues, while simultaneously launching numerous intensive campaigns to attack and suppress crime, eliminating hotspots and gathering places with complex social order issues, especially along routes and areas bordering rural regions.

In particular, the province has focused on building and replicating models within the nationwide movement to protect national security and participate in building new rural areas. The entire province has established 43 models at 531 locations. Notable examples include the model "Buddhism participating in protecting national security and contributing to building new rural areas," which was initiated in 2017 in Cam Lo district and has since developed into 34 effective models, announced by the V05 Department of the Ministry of Public Security for nationwide replication; the model "Family lineages free from law violations and social vices," first established in Dong Thanh ward, Dong Ha city with 6 family lineages, and now comprising 175 effectively maintained models; and the "Security Camera" model, which has been implemented in communes registered to achieve new rural area status and advanced new rural area status.

According to Captain Nguyen Ngoc Hai, Head of the Cam Hieu Commune Police, the locality is effectively maintaining the model of "Families free from law violations and social vices" in 15 families in the commune; managing, operating, and effectively utilizing the security camera model along with 4 models of mass organizations.

In addition, two new models for drug prevention and combating school violence will be developed within the school system, along with a model for businesses that contribute to a green environment and participate in ensuring security and order at the Quang Tri Energy Pellet Plant.

The models' operation has proven effective in remote prevention, while also supporting the police force in combating and preventing crime.

From the beginning of the year until now, the Cam Hieu commune police force has detected and penalized 18 cases/24 individuals for administrative violations, imposing fines totaling over 30 million VND, with commitments not to re-offend; created educational files for 3 individuals at the commune level; closely monitored 9 individuals illegally using drugs, 2 drug addicts, and 1 person who had completed rehabilitation. Compared to 2022, there was a decrease of 7 individuals illegally using drugs, 3 drug addicts, and 2 people who had completed rehabilitation; and prepared files to request the application of measures to send 1 case to a reformatory school and 1 case to a compulsory drug rehabilitation center.

Deputy Director of the Provincial Police, Colonel Nguyen Viet Anh, affirmed: "With the determination of the Provincial Police and the efforts and responsibility of the local police forces, the security and order situation in rural areas is increasingly improving in a positive direction."

The crime and social vice situation in rural areas has been basically brought under control, with the number of criminal cases decreasing by more than 6.5% annually. Every year, more than 85% of communes meet the criteria for security and order.”
