The Party Central Committee has just issued guidelines on the establishment of Party organizations corresponding to local administrative units and the arrangement of the organizational apparatus of the Vietnam Fatherland Front and mass organizations at the provincial and communal levels.
Regarding the establishment of the Party Committee of a province or centrally-run city (new) after the merger of provincial-level administrative units, the Central Organizing Committee stated that the provincial and municipal Party Committees, which are identified as the political -administrative centers after the merger, will take the lead in developing a Project to establish the Party Committee of a province or centrally-run city on the basis of merging and consolidating provincial-level Party Committees before the arrangement.
The Central Organizing Committee noted that the content of the project needs to closely follow the Party Charter, the viewpoints, principles, and directions of the Central Committee, and be clear about the functions, tasks, organizational structure, advisory agencies, Party organizations, and affiliated public service units.

The agency requested that the completion of the Project be completed before June 15.
On the basis of the approved project and the decision of the competent authority on the establishment of the Party Committee and the appointment of the Party Committee, the Standing Committee of the Party Committee, the Secretary, Deputy Secretaries, the Inspection Committee, the Chairman and Deputy Chairmen of the Inspection Committee, the Central Organization Committee clearly stated that the Standing Committee of the Provincial Party Committee will assign and arrange leaders, managers and cadres, civil servants and public employees of specialized advisory and support agencies and public service units of the Party Committee according to its authority and on the basis of the existing payroll.
The consolidation of party committees and subordinate committees must be completed before September 15.
The Central Organizing Committee will appraise the projects of the provincial and municipal Party Committees; at the same time, advise and submit to the Politburo and the Secretariat to decide on the establishment of Party Committees of provinces and centrally-run cities.
This agency also advises the Politburo and the Secretariat on the appointment of the executive committee, standing committee, secretary, deputy secretary of the provincial and municipal Party Committees, inspection committee, chairman and deputy chairman of the provincial and municipal Party Committees' inspection committees for the 2020-2025 term. The time to complete this task must be consistent with the provincial merger, that is, no later than September 15.
For provinces and centrally-run cities that do not merge provincial-level administrative units, the Central Organizing Committee recommends that provincial and municipal Party Committees lead and direct work according to the functions, tasks and authorities prescribed by the Central Government.
After the Resolution of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution and merging and consolidating provincial-level administrative units, the Resolution of the National Assembly Standing Committee on establishing commune-level administrative units takes effect, the provincial Party Committee will decide to terminate the old district-level and commune-level Party Committees; establish a new commune-level Party Committee after the merger as the direct superior Party Committee of the grassroots Party organization.
According to Resolution 60 of the 11th Central Conference, Session XIII, 11 provinces and cities will maintain the status quo (including Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh and Cao Bang).
52 other localities will be merged to leave 23 provinces and cities.
Thus, it is expected that after the arrangement and merger, the whole country will have 34 provinces and cities (including 28 provinces and 6 centrally-run cities) instead of 63 provincial-level administrative units as at present. The Central Government also agreed that the number of commune-level administrative units nationwide will be reduced by about 60-70% compared to the present.
