Regarding the Nghi Son Refinery (NSRP) stopping operations, according to information from the Ministry of Industry and Trade, the Domestic Market Department has reported on the market assurance situation during the 55-day shutdown of the plant, starting from August 25.

According to the report of the Domestic Market Department, in the first 6 months of the year, domestic supply was affected by technical problems at the RFCC workshop of Nghi Son Refinery and Petrochemical Plant (at the end of 2022 and the beginning of 2023), causing a decrease in gasoline output in the first 10 days of January and the risk of gasoline supply being affected due to Nghi Son Refinery and Petrochemical Plant having financial problems in March.

According to the assessment, the direction and management of petroleum products has been actively and promptly implemented to ensure the supply of petroleum for the domestic market in all situations. In April and June alone, the Ministry of Industry and Trade held two meetings with key petroleum production enterprises and key petroleum trading enterprises to discuss solutions to ensure the supply of petroleum for the domestic market in the coming time.

Up to now, the supply of gasoline from the two factories (Binh Son and Nghi Son) in the past 6 months has been quite stable in terms of output. Key enterprises and the gasoline trading system have gained a lot of experience with the market developments in 2022 and ministries, branches and localities have made many innovations in leadership, direction, management and solving difficulties for enterprises.

The Ministry of Industry and Trade also said that at a recent working session with key enterprises, Minister of Industry and Trade Nguyen Hong Dien specifically reminded enterprises and related units to ensure domestic supply when Nghi Son Refinery and Petrochemical Plant will be interrupted from mid-August to the end of September and early October due to stopping operations for periodic maintenance.

The Minister of Industry and Trade has requested the Vietnam Oil and Gas Group (PVN) and Binh Son Refinery to proactively have plans for technology, human resources, raw materials, etc. in all situations to operate at full capacity and beyond, ensuring sufficient supply according to their commitments to the market.

The leaders of the Ministry of Industry and Trade requested key enterprises to base on the output allocated at the beginning of the year and the additional output allocated, compare with the results of the first 6 months of the year, to proactively import gasoline in July, be ready to meet market demand, and not let the supply be interrupted in any situation.

“Key enterprises must strictly implement regulations on compulsory commercial reserves; distribute profits within the system and set up and manage the Petroleum Price Stabilization Fund in accordance with regulations. At the same time, promptly and seriously overcome the limitations and weaknesses that have been pointed out through specialized inspections and examinations to self-improve and ensure sufficient conditions for operation according to regulations,” Minister Nguyen Hong Dien requested.

Mr. So Hasegawa - General Director of NSRP - said that during the maintenance period, the workshops of Nghi Son Refinery and Petrochemical Plant will completely suspend production activities. To minimize the impact of the production suspension, NSRP has proactively implemented optimal solutions to expedite the maintenance process, minimize maintenance time while still ensuring the quality of maintenance work.

NSRP is coordinating and working closely with relevant authorities to ensure that the overall maintenance of the plant does not affect the operations of the domestic petroleum market as well as consumers.
