The decision states that the Science, Technology and Innovation Council of the Ministry of Industry and Trade is chaired by a Deputy Minister of Industry and Trade, with the Director of the Department of Innovation, Green Transformation and Industrial Promotion as the Vice-Chairman; the members are representatives from several departments, divisions, institutes, and units under the Ministry.

The Council's function is to act as an advisory body, assisting the Minister of Industry and Trade in guiding and directing the development and implementation of policies, strategies, mechanisms, and regulations to promote the development of science, technology, and innovation in the industry and trade sector.
The Council's tasks include: Firstly , identifying strategic priorities, mechanisms, and major policies in the development of science, technology, and innovation within the Ministry of Industry and Trade, in accordance with the Party and State's guidelines and policies, and the Government and Prime Minister 's directives and assignments in the development of sectors and fields under the Ministry's management; and in line with the national orientation for the development of science, technology, and innovation in each period.
Secondly , to advise the Minister of Industry and Trade on decisions regarding medium- and long-term strategies, plans, programs, and projects for the development of science, technology, and innovation in the industry and trade sector.
Thirdly , we propose solutions and measures to address key issues in implementing the policies, strategies, mechanisms, and regulations that promote the development of science, technology, and innovation in the sector in the medium and long term.
Fourth , propose priority scientific, technological, and innovation issues; strategic technologies; research and application content and products of particular importance and urgency to the Ministry of Industry and Trade, to be commissioned and assigned to organizations and individuals to lead implementation in the Ministry's annual science, technology, and innovation plan.
Fifth , we propose considering awards for scientific, technological, and innovative works, inventions, discoveries, initiatives, and technical solutions of value within the scope of the industry.
Sixth, to advise on and determine the development direction, innovation, and organizational structure of science and technology, and science and technology human resources.
On Saturday, perform other tasks as directed by the Minister related to the science, technology, and innovation work of the sector.
Regarding the organization and operation of the Council: Council members work according to the Council's operating regulations issued by the Council Chairman; the Department of Innovation, Green Transformation and Industrial Promotion is the permanent body of the Council.
The Director of the Department of Innovation, Green Transformation and Industrial Promotion will utilize the existing staff and civil servants to organize a specialized unit to assist the Council, ensuring that no additional personnel are added.
In addition, the Council members work on a part-time basis, emphasizing individual responsibility and receiving benefits according to current regulations; assisting the Council are specialized councils and support teams.
The Chairman of the Council is responsible for developing and submitting to the Minister for approval the Regulations on the organization and operation of the Council. The operating costs of the Council are drawn from the Ministry's annual "Expenditures for activities serving the management of science, technology and innovation of the Ministry of Industry and Trade".
