Eliminate bidding in teacher training.

In accordance with Government Decree 60, recently issued, teacher training students will receive timely funding to focus on their studies, thereby improving the quality of the teaching staff. The new regulation will be applied starting from the 2025-2026 academic year.


Many practical problems arise.

According to the Ministry of Education and Training (MOET), after three years of implementation, Decree 116 has many new points compared to the previous one, contributing to attracting many talented students to register for and contribute to the field of pedagogy.

The advantages stipulated in Decree 116 include: Teacher training students receive financial support for tuition fees and living expenses; provinces and centrally-administered cities are assigned the responsibility/task of commissioning or bidding for the training of teacher training students. Students recruited according to assigned quotas but not included in commissioned, assigned, or bid-based programs still receive support under the "training according to social needs" policy; and there is a responsibility for graduates to work in the education sector for a certain period of time, otherwise they must repay the financial support.

Looking back at the three years of implementing Decree 116, the reality shows that the number of candidates and parents interested in teacher training programs has increased; the percentage of candidates registering for admission, the admission scores, and the enrollment rate of students in teacher training programs have increased significantly compared to other training fields; and the quality of teacher training has been continuously improved.

However, the Ministry of Education and Training also noted that the implementation of Decree 116 has encountered several difficulties, such as: localities committing to placing orders but failing to fulfill them, leading to delays in payment; the regulations on bidding for teacher training lacking specific guidelines; some localities facing financial difficulties and insufficient funds to support teacher training students; the training of teacher training students and their recruitment into the education sector after graduation not being synchronized; and the lack of detailed guidelines for monitoring reimbursement of funds...

Timely resolution of difficulties

In order to resolve the aforementioned difficulties, Decree 60/2025/ND-CP, amending and supplementing a number of articles of Decree 116/2020/ND-CP dated September 25, 2020, of the Government, which stipulates the policy on supporting tuition fees and living expenses for teacher training students, has been promptly issued.

A notable new feature is the rectification of the situation where teacher training students do not receive or are delayed in receiving support policies. Specifically, Decree 60 adjusts the regulations on the method of financial support for teacher training students. The State provides support to teacher training students through budget allocation according to the decentralized budget system; in cases where localities need a large number of teachers and require assignment or commissioning, the task of training teachers will be assigned to affiliated teacher training institutions or commissioned from training institutions. With this regulation, teacher training institutions and teacher training students will receive timely and adequate funding, contributing to creating favorable conditions for teacher training students to focus on their studies and improve the quality of the teaching staff.

In addition, the decree clarifies the responsibilities for ensuring funding to implement the support policy for teacher training students. Decree No. 60 clarifies the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, and students... in implementing the policy; especially clarifying the responsibility for ensuring funding to implement the support policy for teacher training students.
Most importantly, the new Decree helps to resolve obstacles in the implementation mechanism of policies supporting teacher training students. Specifically, localities now have two ways to create a pool of teachers: assigning tasks or placing orders, eliminating the bidding process.

According to the Ministry of Education and Training, abolishing the bidding method is consistent with reality and also in line with the Government's regulations on assigning tasks, placing orders, or bidding for the supply of public products and services using state budget funds from recurrent expenditure sources.
