According to the Ministry of Education and Training, on April 22nd, the "24h Movement" program broadcast on VTV1 television channel featured a report reflecting on the organization of extra classes and tutoring that violate the regulations in Circular 29/2024 in Hanoi .

According to a report on the "Movement 24h" program of Vietnam Television (VTV), a cultural enrichment center on Chua Lang Street (Dong Da District) is providing extra tutoring to nearly 500 students. Almost all of the students come from a nearby public secondary school.

The students said they come to the center daily to study Math, Literature, English, and Natural Sciences . The monthly tuition fee is approximately 2 million VND per student.

"If it's voluntary, how can the whole class attend? If they don't go to school, my child will have gaps in their knowledge," one parent shared.

Regarding this matter, the Ministry of Education and Training has sent a document to the Hanoi Department of Education and Training, requesting them to investigate and verify the information, and strictly handle any violations (if any) according to regulations. They are also requested to report the results of the handling to the Ministry of Education and Training in writing before April 30th.

Previously, on March 28, the Ministry of Education and Training also held a conference with the Departments of Education and Training to evaluate the implementation of Circular 29.

However, some localities have not strictly implemented the regulations regarding the reporting deadline for the implementation of Circular 29. Some localities are still struggling with implementation due to delays in issuing guiding documents and local regulations.

Some administrators and teachers still do not fully understand the regulations and spirit of Circular 29.

The Ministry of Education and Training also requested the People's Committees of provinces and centrally-administered cities to continue to implement comprehensively and decisively the tasks and take full responsibility for managing extracurricular tutoring activities in their respective areas.
