The Ministry of Education and Training is seeking feedback on regulations regarding tutoring and supplementary classes.

The draft Circular on Regulations on Supplementary Teaching, once officially in effect, will replace Circular No. 17/2012/TT-BGDĐT dated May 16, 2012, issued by the Minister of Education and Training, promulgating regulations on supplementary teaching and learning.

The draft Circular consists of 4 chapters and 16 articles, which stipulate the principles of tutoring and supplementary learning, the organization of tutoring and supplementary learning inside and outside schools, the fee levels and management of tutoring fees, as well as the responsibilities of management in the field of tutoring and supplementary learning…

According to the Ministry of Education and Training , supplementary tutoring activities must adhere to the following principles: Supplementary tutoring may only be organized when students have a need for it, voluntarily choose to participate, and have the consent of their parents or guardians. Organizations and individuals organizing supplementary tutoring are prohibited from using any form of coercion to force students to participate.

The content of supplementary teaching and learning must contribute to consolidating and enhancing students' knowledge, skills, and character development; it must not violate Vietnamese law, and must not be prejudiced based on ethnicity, religion, occupation, gender, social status, or Vietnamese customs and traditions.

The duration, time, and location of supplementary tutoring must be appropriate to the psychological and physiological development of the students, ensuring their health and complying with legal regulations on security, order, safety, and environmental hygiene in the area where the tutoring takes place; The content of the school's curriculum should not be reduced to include supplementary tutoring; supplementary tutoring should not cover content ahead of the curriculum outlined in the school's educational plan; and examples, questions, and exercises from supplementary tutoring should not be used for student assessment.

Schools that already organize extra classes or tutoring within the school day are not allowed to do so.

The deadline for the Ministry of Education and Training to receive comments on the draft Circular is October 22nd. The Department of Secondary Education, Ministry of Education and Training (email address: vughtrh@moet.gov.vn) is the unit responsible for receiving comments.
