Ministry of Education and Training seeks opinions on regulations on extra teaching and learning

The Draft Circular on Regulations on Extra Teaching, when officially effective, will replace Circular No. 17/2012/TT-BGDDT dated May 16, 2012 of the Minister of Education and Training promulgating Regulations on Extra Teaching and Learning.

The Draft Circular has 4 chapters and 16 articles, which provide regulations on principles of extra teaching and learning, organization of extra teaching and learning inside and outside schools, collection and management of extra tuition fees as well as management responsibilities in the field of extra teaching and learning...

According to the Ministry of Education and Training , extra teaching and learning activities must ensure the following principles: Extra teaching and learning can only be organized when students have the need to learn extra, voluntarily learn extra, and have the consent of their parents or guardians. Organizations and individuals organizing extra teaching and learning must not use any form to force students to learn extra;

The content of extra teaching and learning must contribute to consolidating and improving knowledge, skills, and personality education of students; must not be contrary to the provisions of Vietnamese law, and must not contain prejudices about ethnicity, religion, occupation, gender, social status, customs and traditions of Vietnam;

The duration, time and location of extra teaching and learning must be suitable for the psychology and physiology of the age group, ensure the health of the students, comply with the provisions of law on security, order, safety and environmental hygiene in the area where extra teaching and learning classes are held; Do not reduce the content of the subject program in the school's education plan to include extra teaching and learning; do not teach extra content ahead of the distribution of the subject program in the school's education plan; do not use examples, questions and exercises that have been taught and learned to test and evaluate students;

Do not organize extra teaching and learning in schools for schools that have organized 2 (two) sessions/day.

The deadline for the Ministry of Education and Training to receive comments on the draft Circular is October 22. The Department of Secondary Education, Ministry of Education and Training (email address: [email protected]) is the unit receiving comments.
