Therefore, the Ministry of Home Affairs is drafting a decree, urgently assessing the multi-dimensional and thorough impacts, ensuring the feasibility of the policy after its promulgation," said Mr. Minh.

This is to ensure that there is a mechanism to handle cadres and civil servants in the apparatus who wish and need to transfer to other areas that are not state agencies with appropriate mechanisms and policies.

At the same time, there must be a mechanism to retain talented people, in order to build a civil service based on real talent.

The Ministry of Home Affairs is seeking the Government's opinion as a basis for submission and seeking the opinion of the Central Steering Committee and the Politburo . When there is a basis and consultation from all parties, the Ministry of Home Affairs will seek the Government's opinion to issue a document according to a simplified procedure and soon approve it as a principle for implementation.

"The Ministry of Home Affairs is working day and night with other ministries and branches to develop a plan in the spirit of running and lining up at the same time," said Mr. Minh.

Regarding the arrangement and deployment of human resources, it is necessary to ensure the goal of streamlining and improving the quality of the team, while ensuring stability for development. Pay attention to the legitimate aspirations of the team of civil servants and public employees.

"There will be a new policy, taking into account the priority of assigning people with outstanding qualifications, qualities, and abilities, people with long-term work experience, depth, prestige in their profession, knowledge and experience in specific industries and fields to retain talent," said Mr. Minh.

Therefore, the implementation must ensure the principle of consensus between both parties and the unity of the leader, especially when civil servants request to resign. Therefore, the policy must be fundamentally calculated, methodical, streamlining the apparatus, restructuring and improving the quality of the staff and civil servants.

The goal after this policy is that we will have a team of cadres, civil servants, and public employees with adequate qualities, qualifications, and abilities to meet the requirements of the new apparatus after the arrangement.

Currently, the Ministry of Home Affairs has not yet counted the number of cadres, civil servants and public employees who may be affected by the arrangement.
