Commune leaders must be truly exemplary, especially in complying with the discipline and order of the Party, organizations, and government; setting an example for the Commune Party Committee. At the same time, it is necessary to develop operating regulations for the Standing Committee, Executive Committee, People's Committee, coordination regulations between the People's Committee and the Fatherland Front, and mass organizations; arrange staff in accordance with their capacity and strengths; not leave any gaps or interruptions in work...
The Party Committee and the communal government must unite, thereby discussing and agreeing on a common viewpoint to implement the local political tasks.
Communes must receive and hand over data, archives, and assets of old administrative units to the new commune government; have a clear plan for handing over and using public assets; and quickly resolve policies and regimes for retired officials to enjoy benefits.
Comrade Tran Van Dung requested the commune government to ensure the material facilities for the Public Administration Service Center, including the application of information technology, to ensure good service for people and businesses, and not to let any documents or procedures get stuck.
Commune leaders must review the goals of previous commune-level administrative units to set common goals for the new commune in the upcoming economic development orientation.
