General Phan Van Giang, Minister of National Defense, stated that, in implementing the Politburo 's resolution and the Central Military Commission's resolution on adjusting the organization and staffing of the Army for the period 2025-2030 and beyond, the Ministry decided to merge the General Department of Logistics and the General Department of Engineering and reorganize them into the General Department of Logistics and Engineering.
This is a very significant event, reflecting new thinking and a new vision for adjusting the organizational structure of the Logistics and Engineering branches throughout the 80 years of building, fighting, and maturing of the Army, better meeting the requirements of building and strengthening national defense and protecting the Fatherland.

General Phan Van Giang requested that the General Department have a deep, complete, and correct understanding of the position and significance of the merger and reorganization of the two General Departments, as well as their functions and task requirements. From this understanding, they should determine their resolve, make strong breakthroughs, overcome difficulties, and successfully fulfill their political tasks.
Continue to do a good job of providing strategic advice to the Central Military Commission and the Ministry of National Defense on logistics and technical support for the entire army, building strong, comprehensive, "exemplary and outstanding" agencies and units, and maintaining and developing the achievements of the Logistics and Technical sector in the past.
Minister Phan Van Giang requested the General Department to quickly stabilize its organizational structure and staffing, assign specific tasks; consolidate the Party organization, command structure, and mass organizations; implement activities in accordance with its functions and duties; build strong organizations; and excellently fulfill all assigned tasks.
Party committees and commanders at all levels should do a good job of ideological and policy work for officers, soldiers, and staff, ensuring they are ready to accept and strictly comply with assignments and deployments from the organization. They should proactively understand the thoughts and aspirations of officers, staff, and soldiers, and promptly advise and propose solutions to the Standing Committee of the Central Military Commission and the Minister of National Defense to effectively address policy and support issues for officers, staff, and soldiers.
Promptly develop and promulgate regulations and rules in each aspect of work; promptly supplement and refine operational plans; strictly maintain regular discipline, training, and adherence to unit regulations and procedures; and ensure high combat readiness. Effectively carry out logistics and technical work, closely manage equipment and materials, and ensure efficiency and cost-effectiveness.
Over the past period, the Army has reorganized, dissolved, established, merged, transferred, restructured, and issued organizational and staffing plans for over 1,100 organizations in a streamlined, efficient, and powerful manner. This includes the dissolution of the 3rd and 4th Army Corps, the establishment and issuance of the organizational and staffing plan for the 34th Army Corps; and the merger of the Logistics and Technical agencies into a single Logistics-Technical agency for operational units throughout the army.
In 2025, the Army will continue to implement the Prime Minister 's decision approving the plan for restructuring enterprises in the period 2021-2025.
In addition, continue to review and adjust the organization and staffing of some agencies and units under the Ministry of National Defense; review and reorganize the system of warehouses and repair facilities for weapons and technical equipment throughout the army, ensuring suitability with the requirements of the mission in the new situation.
