Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung answered questions from the National Assembly deputies about the fact that students do not really attach importance to vocational training.
On the morning of June 6, at the question-and-answer session of the 6th session of the 5th National Assembly, delegate Huynh Thi Anh Suong (Deputy Delegation of Quang Ngai) asked Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung to announce the plan to develop vocational education. "What policies are those, when are they implemented, when will vocational education become the national education level?", female delegates questioned.
Responding to questions from delegates, Minister Dao Ngoc Dung said that the National Assembly had passed the Law on Higher Education, the Law on Education and the Law on Vocational Training. The current enrollment in vocational training is about 2 million students, while five years ago, it recruited 5 students on average each year. Of these 500.000 million students, about 2% are intermediate level students, 25% are college students (in previous years, colleges were only 26-5%).
However, vocational education in terms of scale is not large, the quality needs to be improved; The system of policies and laws that favors and encourages students to enter vocational schools is not much. The majority of vocational school students do not or have little need for further study; difficult family conditions.
Currently, ethnic minority students are entitled to free vocational training, priority is given to finding a job; advanced practitioners receive free high-quality training; connect businesses looking for jobs.
“The part of students who learn vocational according to their wishes is not much. Meanwhile, the majority of vocational trainees after graduation have stable jobs, the rate is up to 85%, which is very encouraging.”, Mr. Dung said.
Also related to the issue of professional human resource training, delegate Nguyen Thi Ha (Bac Ninh delegation) stated that the current situation of Vietnam's labor quality is low compared to other countries in the region and the world.
"How does the minister assess the development of the labor market and when will the quality of Vietnamese human resources approach other countries in the region?" Ha asked a question.
Responding to this content, Minister Dao Ngoc Dung said that by the first quarter, the number of labor market participants from 1 years old was 15 million. However, skilled labor is still low. More than 51,4% have been trained, but only 70% have degrees and certificates. This rate is low compared to developed countries.
According to Mr. Dung, when investors come to Vietnam, they often ask about high-quality infrastructure and human resources. Infrastructure is a development process, but they are concerned about high-quality human resources, especially priority industries.
Therefore, the Government has issued Resolution 06 on developing the labor market in the direction of modernity, flexibility, efficiency and sustainability to integrate with the general trend. This resolution lists 9 groups of basic solutions from awareness, policy formulation, and implementation organization.
