One of the many issues that National Assembly deputies are interested in, questioning Minister Dao Ngoc Dung is about the increasing one-time withdrawal of social insurance. 

One-time insurance withdrawal tends to increase

Questioning the Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, delegate Trang A Duong (Ha Giang delegation) questioned: In recent years, the widespread Covid-19 pandemic and complicated developments have caused many workers to lose their jobs and have no income. In that context, many workers have chosen to enjoy one-time insurance because they need an amount of money to spend to cover their lives. This situation not only puts great pressure on the social security system but also affects the goal of universal social insurance.

Delegate Trang A Duong proposed to consider establishing a support fund for employees in order to help employees reduce difficulties and stabilize their lives; at the same time, consider supplementing the National Employment Fund for localities to have more income sources to support workers.

Responding to delegate Trang A Duong, Minister Dao Ngoc Dung admitted that over the past time, the situation of one-time insurance withdrawals tends to increase, especially after the Covid-19 pandemic, this situation increases more, especially in 2022 and the first months of 2023. To solve this problem, Minister Dao Ngoc Dung emphasized, the cause must be found in order to have specific solutions.

Regarding whether to set up a support fund for employees, Minister Dao Ngoc Dung acknowledged the opinions of the delegates, but said that this is just one of many solutions. Because, in order to reduce and move towards no longer withdrawing social insurance once, it requires a lot of related solutions, especially to create jobs, income and better life for employees.

“We will think carefully about setting up a support fund for employees; because this requires a thorough impact assessment on the basis, impact, reporting to the competent authorities, even reporting to the National Assembly for consideration," said Minister Dao Ngoc Dung.

Strengthen propaganda about the cumulative contribution to the retirement system in old age

Previously, reporting to the National Assembly, Minister Dao Ngoc Dung said that there are many reasons for enjoying one-time social insurance. That is, the majority of workers with low income, not much ability to accumulate, leading to job loss, have to face huge immediate financial needs. Most young workers are psychologically interested only in immediate needs rather than the need for pension when they are old. 

In addition, the production and business situation of enterprises has faced difficulties, especially in the period from 2020 to now, leading to many enterprises stopping operations, downsizing production and business scale, leading to labor reduction.

"The situation of underemployed, unemployed and unemployed workers increases the number of people receiving one-time social insurance benefits," Minister Dao Ngoc Dung pointed out.

Minister Dao Ngoc Dung emphasized a number of solutions to limit the status of one-time social insurance benefits, such as: Supporting business development, developing the labor market to maintain jobs for employees. Revise the unemployment insurance policy towards actually being a more effective tool.

In addition, it is necessary to strengthen the effective promotion of policies to solve the immediate financial difficulties of employees such as policies to support loans from the Bank for Social Policies... At the same time, strengthen propaganda and law dissemination to raise awareness about the meaning and importance of cumulative contributions to the retirement system in old age, thereby creating consensus among the people in general and social insurance in particular. 

In addition, strengthening the organization and implementation of social insurance policies, strengthening people's trust in the social insurance system through accelerating reform of streamlined implementation apparatus, and improving efficiency in policy implementation.

"Especially amending policy regulations to be appropriate, increasing benefits, increasing attractiveness to encourage employees to participate in social insurance," emphasized the head of the Labor, Invalids and Social Affairs sector.
