300 outstanding delegates representing nearly 7,000 cadres, civil servants, public employees and workers of the Ministry of Culture, Sports and Tourism attended the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism in 2025, which took place this morning (September 25) in Hanoi.
“Emulation has profound and broad significance, awakening people's creative potential, while promoting patriotism and international spirit towards a common goal,” said Party Central Committee member and Deputy Prime Minister Le Thanh Long at the Congress.
The whole industry "takes drastic action"
Hanoi Opera House is where nearly 80 years ago President Ho Chi Minh chaired the first Cultural Conference, and is now the place where the Ministry of Culture, Sports and Tourism organizes the 4th Patriotic Emulation Congress - an important political event, a great festival, a place to gather, commend and honor typical and advanced collectives and individuals in the Ministry's patriotic emulation movement for the period 2021-2025, at the same time, together to arouse, spread and multiply the flame of patriotic emulation that Uncle Ho lit.
“Competing together to successfully implement the Ministry and industry's action manifesto: 'Culture is the foundation - Information is the conduit - Sports is the strength - Tourism is the connecting bridge,' contributes significantly to realizing the aspiration to build a strong, prosperous, democratic, fair, civilized, prosperous and happy Vietnam,” Minister Nguyen Van Hung emphasized.
With the consistent motto of "Decisive action - Aspiration to contribute" of the entire industry, Minister Nguyen Van Hung affirmed that in culture, we compete to preserve and foster identity, nurture the national soul, proactively integrate and promote culture with international friends; in sports, we compete to practice to make the flag and colors famous, and enhance the position of the Fatherland in the international arena.
In tourism, we compete to innovate and create to make Vietnam a safe, friendly and attractive destination, a bright spot in the socio-economic picture for many years; the press and media become a 'Knowledge Conduit - Connecting the trust between the Party, the State and the People'; in training, scientific and technological research has achieved many results, creating quality human resources...
Minister Nguyen Van Hung said that from the practice of emulation movements, more and more good models, creative ways of doing things, and typical factors have appeared in each field of work. As a result, in the past 5 years, the Ministry has presented nearly 400 Labor Medals, nearly 800 Certificates of Merit from the Prime Minister, 26 collectives were awarded "Emulation Flags of the Government;" The President awarded 16 Ho Chi Minh Awards, 112 State Awards, 124 People's Artists, 268 Meritorious Artists, 65 People's Artisans, and 563 Meritorious Artisans.
In particular, at the recent 80th Anniversary of the Industry's Traditional Day, the Ministry was honored to receive the First Class Labor Medal - a noble award recognizing outstanding achievements in the 2021-2025 period and many other forms of commendation from the Central to the grassroots level.
Increasing national “soft power”
However, the Minister also frankly admitted: "The implementation of patriotic emulation movements at some times and in some units is still not specific; it has not yet fully aroused the potential, intelligence, and latent abilities within each subject, each cadre, party member, civil servant, public employee, and worker.
According to Minister Nguyen Van Hung, the 4th Patriotic Emulation Congress of the Ministry of Culture, Sports and Tourism took place in the context where the Party, the State and the entire political system have been synchronously implementing historic policies and strategic breakthroughs to bring the country firmly into a new era - an era of strong and prosperous development.
In particular, in the near future, based on the Ministry's recommendations, the Politburo will issue a Resolution on the revival and development of Vietnamese culture in the new era. The Resolution's birth is the foundation and even stronger motivation for the Ministry and the Department of Culture, Sports and Tourism to develop strongly.
Faced with the requirements and tasks of the times, the Ministry of Culture, Sports and Tourism is faced with many new and difficult tasks, in which the implementation of patriotic emulation movements plays a very important role, constituting internal strength, arousing and strongly awakening the desire to contribute of each organization, each unit, each individual.
According to Minister Nguyen Van Hung, closely following the Resolution of the 14th National Party Congress, the 10-year Socio-Economic Development Strategy 2021-2030, and the 5-year Socio-Economic Development Plan 2026-2031, the Culture, Sports and Tourism sector continues to affirm its position, contributing to increasing the nation's "soft power", and promoting cultural resources.
Accordingly, the whole industry will focus on innovating the viewpoints, goals, and comprehensive management methods originating from the People, serving the People, taking the People as the center with the core being to ensure human rights, rights and obligations of citizens related to the industry; people hold a central position in the development strategy of the whole industry; arousing national pride, creative aspirations, and contributions from culture, for culture, for the sustainable development of the country in the new era; the fundamental reform is the institution, people are both the goal and the center of reform; institutions develop harmoniously in association with the whole.
The ministry's leaders identified specific tasks for the entire industry in the 2025-2030 period, including: Innovation in Party leadership thinking and State management, enhancing awareness and action in developing Culture, Sports and Tourism; raising awareness and responsibility of Party committees and authorities at all levels about the role of the industry; linking the industry's development goals and tasks with the socio-economic development goals and tasks of each industry and each level.
In particular, deploy tasks with a proactive, serious, decisive, and flexible spirit according to the 6 clear principles: "Clear people, clear work, clear responsibility, clear time, clear decentralization, and clear results;" improve the state management capacity of departments/offices associated with strict compliance with discipline and administrative order; closely monitor and grasp new developments, respond to policies accurately, decisively, promptly, flexibly, closely following reality, and effectively.
Timely detect "bottlenecks" and "knots" that hinder development and legal gaps of the industry to advise and submit to competent authorities for adjustment, supplementation, amendment, and approval in the direction of "creation," "unleashing resources," and "transforming cultural asset values into resources and driving forces for development;" determined to innovate thinking in law-making under the direction of General Secretary To Lam, the direction of the National Assembly, the Government, and the Prime Minister...
In his directive speech, Deputy Prime Minister Le Thanh Long noted that the Culture, Sports and Tourism sector needs to continue to preserve and promote the nation's traditional cultural values, build a healthy cultural life; launch and implement creative emulation, spread initiatives on preserving and conserving cultural heritage, create a healthy cultural environment and promote the development of cultural industry, entertainment industry...
At the same time, develop sustainable, creative, professional, civilized tourism to become a key economic sector. Strongly promote emulation movements, encourage localities and businesses to innovate in each tourism product and service; build a smart tourism ecosystem, develop green tourism products, enhance Vietnam's position on the world tourism map.../.
The Ministry of Culture, Sports and Tourism has issued Decision No. 3373/QD-BVHTTDL on awarding Certificates of Merit to collectives and individuals. The Decision clearly states that Certificates of Merit will be awarded to 2 collectives and 4 individuals who have made outstanding achievements in the 2021-2025 period.
Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy signed Decision No. 3378/QD-BVHTTDL on awarding Certificates of Merit to collectives and individuals. The Decision clearly stated that Certificates of Merit were awarded to 19 collectives and 53 individuals who had outstanding achievements in the 2021-2025 period.
