The Ministry of Culture, Sports and Tourism provides guidance on the implementation of legal documents on decentralization, delegation of authority, and delineation of jurisdiction in the field of culture, sports and tourism.

On June 26th, Deputy Minister of Culture, Sports and Tourism Trinh Thi Thuy signed and issued document No. 3041/VHTTDL-PC to the People's Committees of provinces and centrally-administered cities; Departments of Culture, Sports and Tourism; Departments of Culture and Sports; and Departments of Tourism of provinces and centrally-administered cities, providing guidance on the implementation of legal documents on decentralization, delegation of authority, and delineation of jurisdiction in the fields of culture, sports, and tourism.

Accordingly, in implementing the directives of the Politburo , the Secretariat, the Government, and the Prime Minister, the Ministry of Culture, Sports and Tourism has developed and submitted to the Government for promulgation Decree No. 137/2025/ND-CP dated June 12, 2025, stipulating the delineation of authority of local governments at two levels in the field of culture, sports, and tourism, and Decree No. 138/2025/ND-CP dated June 12, 2025, stipulating the decentralization and delegation of power in the field of culture, sports, and tourism.

Simultaneously, the Minister of Culture, Sports and Tourism issued Circular No. 09/2025/TT-BVHTTDL dated June 12, 2025, stipulating the decentralization and delegation of authority of local governments at two levels in the fields of culture, sports, and tourism. Specifically: 6 tasks/groups of tasks under the authority of the Prime Minister are delegated to the Minister and heads of ministerial-level agencies; 2 tasks/groups of tasks under the authority of the Prime Minister are delegated to the Chairman of the Provincial People's Committee; 16 tasks/groups of tasks under the authority of the Minister are delegated to the Provincial People's Committee; 2 tasks/groups of tasks under the authority of district-level local governments are transferred to the Provincial People's Committee and provincial-level tourism specialized agencies. 15 tasks/task groups under the authority of the district-level local government are transferred to the commune-level People's Committee (14 tasks/task groups); and the Chairman of the commune-level People's Committee (1 task).

The content of tasks, procedures, documents, and forms related to the implementation of delegated and decentralized tasks, and the delineation of authority, have been specifically stipulated in the aforementioned Decrees and Circulars for direct application and implementation by agencies, organizations, and individuals. Therefore, the Ministry of Culture, Sports and Tourism does not issue a Circular providing detailed regulations and guidance for the implementation of Decree No. 137/2025/ND-CP and Decree No. 138/2025/ND-CP.

Simultaneously, the Minister of Culture, Sports and Tourism issued Circular No. 10/2025/TT-BVHTTDL dated June 19, 2025, guiding the functions, tasks, and powers of the Department of Culture, Sports and Tourism, the Department of Culture and Sports, and the Department of Tourism under the People's Committees at the provincial level; the functions, tasks, and powers of the Culture and Social Affairs Department under the People's Committees at the commune level in areas within the state management scope of the Ministry of Culture, Sports and Tourism; and Decision No. 2069/QD-BVHTTDL dated June 19, 2025, on the announcement of newly issued, amended, supplemented, and repealed administrative procedures in some areas within the functional management scope of the Ministry of Culture, Sports and Tourism according to regulations on decentralization, delegation, and delineation of authority. Official Letter No. 1445/BVHTTDL-DSVH dated April 8, 2025, on guiding the review, adjustment, and identification of administrative units related to the state management field of the Ministry of Culture, Sports and Tourism; Official Letter No. 2706/BVHTTDL-TCCB dated June 19, 2025, on guiding the plan for rearranging and reorganizing public non-business units in the field of culture, sports, and tourism at the local level when implementing the two-tier local government organizational model.

The Ministry of Culture, Sports and Tourism requests that the People's Committees of provinces and centrally-administered cities; the Departments of Culture, Sports and Tourism; the Departments of Culture and Sports; and the Departments of Tourism of provinces and centrally-administered cities base their actions on the above documents to implement and guide the People's Committees at the commune level in their implementation. In case of difficulties or obstacles, please report them to the Ministry's hotline (according to Official Letter No. 2809/BVHTTDL-TCCB dated June 18, 2025, from the Ministry of Culture, Sports and Tourism regarding the provision of hotline information for monitoring and responding to feedback and suggestions from localities).
