Ministry of Culture, Sports and Tourism: Promoting the effectiveness, efficiency, role, position and significance of emulation and reward work in the period 2025-2030

In the period of 2025-2030, the Ministry of Culture, Sports and Tourism will continue to focus on propagating and thoroughly grasping Ho Chi Minh's thoughts on patriotic emulation, the Party's guidelines and policies, the State's policies and laws on emulation and rewards; strengthening the role and responsibility of Party committees and leaders in leading, directing and organizing emulation and rewards; thoroughly grasping the results of organizing movements and the results of emulation and rewards as a criterion for evaluating and classifying the annual quality of Party committees, Party organizations and collective leadership and management associated with "promoting the study and following of Ho Chi Minh's thoughts, morality and lifestyle".

In the period of 2025 - 2030, with the strong and profound development of the modern scientific and technological revolution, digital transformation has both created opportunities for rapid development and created challenges for our country and other countries in the process of national development. Along with this trend is the strong development of digital technology and communication, creating new ways of social connection and new means of expression in a digital age.

Cultural globalization is an objective trend that countries need to recognize and have appropriate development policies. Building national cultural values ​​in a context of deep international integration. The trend of using "soft power" in development strategies is increasingly attracting more attention from countries.

Domestically, innovations and reforms focus on four breakthroughs: Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on "International integration in the new situation"; Resolution No. 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development will be the fundamental institutional pillars, creating a strong driving force to move our country forward in the new era - the era of development, prosperity and strength of the Vietnamese people.

Along with that, the drastic implementation of the content of Resolution No. 18 of the Central Executive Committee on "a number of issues to continue innovating and streamlining the organization of the political system apparatus to be streamlined and operate effectively and efficiently"; building two-level local governments; and rearranging administrative units is truly a revolution of the country in the new period.

Adhering to the Resolution of the 14th National Party Congress, the 10-year Socio -Economic Development Strategy 2021-2030, and the 5-year Socio-Economic Development Plan 2026-2031, the Culture, Sports and Tourism Sector continues to affirm its position, contributing to increasing the nation's "soft power", and promoting cultural resources.

Renewing viewpoints, goals, and comprehensive management methods originating from the People, serving the People, taking the People as the center with the core of ensuring human rights, rights and obligations of citizens related to the Industry; people hold a central position in the development strategy of the entire Industry; arousing national pride, creative aspirations, contributions from culture, for culture, for the sustainable development of the country in the new era; fundamental reform is the institution, people are both the goal and the center of reform; institutions develop harmoniously in association with the whole; innovation and digital transformation are inevitable trends in the development of the Industry associated with the context of the digital economy, digital society, digital citizens, science, technology, innovation and creativity are strong driving forces to bring our country forward in the new era - the era of development, prosperity and strength of the Vietnamese people.

The Ministry of Culture, Sports and Tourism continues to thoroughly implement the 2022 Law on Emulation and Commendation and documents guiding the implementation of the Law; Directive No. 41-CT/TW dated December 26, 2024 of the Politburo on strengthening the Party's leadership over emulation and commendation work in the new situation; Thoroughly grasp and promote the implementation of the contents of the Prime Minister's Directive according to the Resolution of the 14th National Congress of the Party: Directive No. 39/CT-TTg dated October 15, 2024 of the Prime Minister on promoting the patriotic emulation movement to welcome Party Congresses at all levels towards the 14th National Congress of the Party, the 11th National Patriotic Emulation Congress; Decree No. 152/2025/ND-CP of the Government regulating decentralization and delegation of powers in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation.

The Ministry of Culture, Sports and Tourism has identified specific tasks for the period 2025 - 2030, which are: Innovating the Party's leadership thinking, State management, enhancing awareness and action to develop culture, sports and tourism. Raising awareness and responsibility of Party committees and authorities at all levels about the role of the Industry. Linking the Industry's development goals and tasks with the socio-economic development goals and tasks of each industry and each level.

Organize to thoroughly grasp, concretize and effectively implement the Resolution of the 14th National Congress of the Party in all areas of the Industry. Review, supplement, adjust, systematize and synchronize the industry's policies with the implementation of four breakthroughs: Resolution No. 57-NQ/TW, Resolution 59-NQ/TW; Resolution No. 66-NQ/TW; Resolution No. 68-NQ.

Deploy tasks proactively, seriously, resolutely, and flexibly according to the 6 clear principles: "Clear people, clear work, clear responsibility, clear time, clear decentralization, and clear results". Improve the state management capacity of Departments/Offices associated with strict compliance with discipline and administrative order. Closely monitor and grasp new developments, respond to policies accurately, resolutely, promptly, flexibly, closely following reality, and effectively.

Focus on perfecting the legal system of the Industry in the direction of being complete, timely, synchronous, unified, compatible with relevant laws, public, transparent, stable, feasible, accessible, capable of regulating social relations; promptly detect "bottlenecks" and "knots" that hinder the development and legal gaps of the Industry to advise and submit to competent authorities for adjustment, supplementation, amendment, and approval in the direction of "creation", "unleashing resources", "transforming cultural property values ​​into resources and driving forces for development"; determined to innovate thinking in law-making under the direction of General Secretary To Lam, the direction of the National Assembly, the Government, and the Prime Minister.

Continue to institutionalize the Party and State's guidelines and policies, develop and submit to competent authorities for promulgation of laws, legal documents, regimes and policies, further perfecting the system of policies and laws, ensuring that the activities of the Industry develop strongly, synchronously, and promote social efficiency.

The focus is on reforming cultural institutions in the direction of adapting to the role of creating cultural development, building people, respecting rules, cultural markets, respecting cultural subjects, creating a comprehensive strength, cultural ecosystem, and digital culture.

Resolutely review and reorganize the apparatus, streamline the payroll, and restructure the team of civil servants and public employees to ensure streamlined, effective and efficient operations; promote training and fostering of cadres, especially focusing on attracting talent and developing high-quality human resources; promote administrative procedure reform, modernization, and development of digital financial platforms based on the application of information technology associated with digital transformation.

Continue to focus on propagating and thoroughly grasping Ho Chi Minh's thoughts on patriotic emulation, the Party's guidelines and policies, the State's policies and laws on emulation and rewards; strengthen the role and responsibility of Party committees and leaders in leading, directing and organizing emulation and rewards; thoroughly grasp the results of organizing movements and the results of emulation and rewards as a criterion for evaluating and classifying the annual quality of Party committees, Party organizations and collective leadership and management in conjunction with "promoting the study and following of Ho Chi Minh's thoughts, morality and lifestyle".

Continue to innovate and promote creativity in organizing emulation movements; propose specific programs and plans to summarize and review emulation movements, draw lessons, find good practices, select outstanding and outstanding collectives and individuals to promptly reward, encourage and replicate.

In addition, appropriate policies are needed to encourage and facilitate advanced models to continue to develop, spread, and set examples in society, creating motivation to promote patriotic emulation movements; continue to innovate, create strong and substantial changes to improve the quality of commendation work; promote the application of information technology, digital transformation and administrative procedure reform to ensure publicity, transparency and convenience in emulation and commendation work; review and perfect legal documents on emulation and commendation to ensure consistency and consistency with the Law on Emulation and Commendation and documents guiding its implementation.

At the same time, enhance the role and responsibility of the Ministry's Emulation and Reward Council and the Emulation and Reward Councils at agencies and units under the Ministry to ensure unity and promote the effectiveness, efficiency, role, position and significance of emulation and reward work in the new situation; effectively implement the work of receiving, appraising dossiers and organizing the Councils to consider and award the titles of "People's Artisan", "Meritorious Artisan" in the field of intangible cultural heritage for the fourth time; consider and award the titles of "People's Artist", "Meritorious Artist" for the eleventh time; consider and award the "Ho Chi Minh Prize", "State Prize" in literature and art.

In the period of 2025 - 2030, the entire culture, sports and tourism sector will continue to thoroughly grasp and propagate the Party's guidelines and policies, Ho Chi Minh's thought, and the State's policies and laws on emulation and rewards, considering this a regular task.

Promote digital transformation, strongly apply information technology to continue innovating the content, form, and method of organizing emulation movements in the direction of focusing on units, closely following political, key, and urgent tasks to organize and launch diverse forms of emulation, with specific themes, criteria, and practical content.

In addition, continue to thoroughly implement current emulation and commendation laws; promptly propose documents in accordance with the requirements of the central government and the Government on innovation in emulation and commendation work; amend documents guiding the Ministry's emulation and commendation work in accordance with the provisions of the Law on Emulation and Commendation and the Government's Decree, ensuring timeliness, consistency and unity.

Respond to and actively participate in emulation movements launched by superiors; integrate the implementation of emulation movement contents in performing work tasks; strengthen inspection and organize training on emulation and reward work.

Focus on directing and implementing the commendation work well to ensure accuracy and timeliness; pay attention to rewarding groups and individuals with outstanding achievements in specific fields; reward direct workers and those with outstanding achievements.

At the same time, further promote the propaganda work on emulation and rewards in many rich, suitable and effective forms... thereby replicating good models, good experiences, advanced examples in implementing emulation movements, contributing practically to the achievements of the culture, sports and tourism sector as well as the general socio-economic development achievements of the country to welcome the 11th National Patriotic Emulation Congress and Party Congresses at all levels towards the 14th National Party Congress.
