According to information presented at the Ministry of Construction's monthly review meeting on May and the implementation of key tasks for June 2025 on June 6th, Mr. Nguyen Tri Duc, Chief of the Ministry of Construction's Office, stated: Regarding the reduction and simplification of administrative procedures, in accordance with Resolution 66 and the directives of the Prime Minister , agencies and units under the Ministry of Construction have completed the review and compilation of a list of administrative procedures related to production and business within the Ministry's scope of management.
Administrative procedures were cut and reduced by 66%.
Based on the statistical list, the number of administrative procedures that the Ministry needs to reduce is 134 business investment conditions (30%), over 3,700 billion VND in administrative procedure compliance costs (30%), and 1,230 days (30%) in the time taken to process administrative procedures.
According to preliminary findings, 174 out of 447 business conditions have been proposed for reduction, representing a rate of 38%.
The number of administrative procedures considered for reduction is 278 out of 421, a rate of 66%. The time taken to complete these procedures has been reduced by approximately 1,197 out of 4,101 days, a rate of over 29.2%. The cost of complying with these reduced procedures has reached over 3,600 out of 12,524 billion VND, a rate of 29.1%.
It is projected that 32 legal documents will need to be amended or supplemented, including 7 laws, 27 decrees, and 15 circulars.
Agencies and units under the Ministry of Construction are currently implementing step 2, which is finalizing the plan to reduce and simplify administrative procedures related to production and business, ensuring that the reduction rate is achieved and that the report is submitted to the Prime Minister before June 30, 2025.
"Regarding the task of implementing Prime Minister's Directive 78 on focusing on cutting and simplifying administrative procedures in the construction sector, the Department of Economics - Construction Investment Management has reviewed and identified legal documents that need to be amended to study implementation options and proposed a plan to integrate the amendments into existing legal documents to shorten implementation time," Mr. Duc informed.
Thorough decentralization and delegation of power.
Furthermore, Ms. Tran Thi Minh Hien, Director of the Legal Department, stated that May is the peak month for the Ministry of Construction's participation in drafting legal documents.
In line with the Politburo and Prime Minister's directives to promote decentralization and delegation of power, the Ministry of Construction has promptly conducted a comprehensive review and proposed amendments and additions to legal documents aimed at thoroughly promoting decentralization and delegation of power to local governments, in conjunction with the implementation of a two-tiered local government system.
The number of tasks and powers delegated and decentralized is 118 out of 235 tasks, accounting for approximately 50.21% of the total number of tasks and powers currently being implemented by the Central Government.
The number of tasks and powers proposed to be retained is 117. These retained tasks, to be implemented by the central government, include those of a comprehensive nature and system security importance, such as national railway infrastructure; highly specialized technical matters that cannot be delegated to local authorities; and tasks related to national defense and security, such as airspace management and jurisdictions as stipulated in international treaties.
The number of tasks related to delineating jurisdiction is 133, of which 112 tasks are from the district to the commune level, and 21 tasks are from the district to the provincial level.
Two decrees on decentralization and delegation of power have been drafted and finalized for review according to the required schedule.
"The decree on decentralization and delegation of power has also been reviewed by local authorities and has been fully compiled, incorporated, and explained," the Director of the Legal Department informed.
Acknowledging the achievements of the entire sector in the first five months of the year, Minister Tran Hong Minh assessed that, in the past period, the units have performed their tasks well in the spirit of "running and queuing at the same time," especially the proactive approach in reviewing the decentralization and delegation of state management authority in the fields of construction and transportation, defining the authority when implementing local government according to the two-tiered local government organizational model, reforming administrative procedures, and reducing business conditions.
"There were days when the office lights stayed on all night to receive and refine feedback. That's something that truly moved me," the Minister shared.
To improve the effectiveness of state management in the construction sector, the Minister requested relevant units to focus resources on developing and finalizing draft laws according to the set plan.
In particular, regarding the draft Law on Railways (amended), the Minister requested that it be quickly finalized, supplemented with specific mechanisms and policies, and that projects be implemented as quickly as possible, without allowing procedures to hinder or delay progress, causing difficulties in the development of the railway industry, and submitted to the National Assembly for consideration and approval at this 9th session.
The departments and divisions were also urged to promptly review and finalize legal documents on decentralization, delegation of power, and the implementation of a two-tiered local government model; focusing on reviewing, cutting, and significantly simplifying administrative procedures and business conditions in the construction sector. The Minister requested that "it must be clearly defined which procedures should be cut and which should be simplified."
