
Driving force for business development
On April 29, 2026, the Government issued eight resolutions to reduce, decentralize, and simplify administrative procedures; and to reduce and simplify business conditions in areas under the state management of 14 ministries and ministerial-level agencies.
Accordingly, 184 procedures were abolished, 134 procedures were decentralized to local authorities, and 349 procedures were simplified, bringing the scale of administrative procedures at the central level down to 27%; at the same time, 890 conditions were abolished and 4 conditions were simplified.
In Ha Tinh , the business community and household businesses welcomed this good news with high expectations. In practice, each streamlined procedure is a step towards removing the "request-and-grant" bottleneck, reducing the number of intermediate layers that waste time and money for businesses and household businesses.

Mr. Bui Van Hai, Director of Ngoc Hai Auto Garage Co., Ltd. (Thanh Sen Ward), shared: “Having transformed into a business model since May 2025 with stable revenue exceeding 1.6 billion VND per year, we understand the pressure from administrative paperwork. The abolition of these procedures is like a breath of fresh air, helping small and medium-sized enterprises reduce the burden of 'sub-licenses'. With the time taken to process procedures related to registration, inspection, and taxes shortened, we can focus all our efforts on improving service quality, reinvesting in technology to expand our business scale instead of struggling with complex administrative processes.”
According to statistics, the province currently has over 11,000 businesses and more than 55,000 business households in operation. This is a positive figure in the context of a still challenging economy , demonstrating the confidence of the business community and business households in the direction and efforts of the Party and State in reforming administrative procedures and improving the local investment environment.

Mr. Le Quoc Khanh, General Director of Ha Tinh Pharmaceutical Joint Stock Company, stated: “For the pharmaceutical industry – a field requiring stringent business conditions and technical standards – simplifying procedures is of great importance. The eight government resolutions have addressed the key areas of reform, particularly the strong shift from a control-oriented mindset to a supportive one. This helps businesses reduce unnecessary compliance costs and accelerate the process of bringing products to market. We expect that the implementation of these resolutions at the local level will create a transparent legal environment, enabling businesses to be more proactive in their production and international integration.”

Removing bottlenecks and unlocking resources.
According to businesses and households in Ha Tinh, in the past, many regulations were heavily influenced by the "if you can't manage it, ban it" mentality, while the current spirit is to create favorable conditions for business development while still ensuring effective state management. Promoting decentralization, simplifying procedures, and shifting from "pre-inspection" to "post-inspection" will significantly reduce pressure on businesses during investment and production. In particular, in areas such as environment and construction, which are often considered to prolong project timelines, streamlining procedures will allow businesses to accelerate investment progress and unlock resources currently hampered by bureaucratic delays.
Ms. Tran Thi Thanh, Head of Accounting Department at Tran Chau Construction Investment Co., Ltd., said: “Previously, overlapping administrative procedures were often a ‘barrier’ that prolonged the completion of legal documents for shipments or project settlements. The government’s abolition and simplification of numerous administrative procedures, especially regulations on controlling business conditions, has directly helped businesses shorten the time needed to prepare bidding documents. This is an important basis for us to optimize costs, enhance competitiveness, and ensure timely supply of materials for key projects, contributing to unlocking the actual flow of capital in production and business.”

Previously, whenever he changed the types of goods he sold, Mr. Phan Thế Duy, the owner of a grocery store in Thành Sen ward, was always worried about the administrative regulations.
“The government's abolition and simplification of business conditions this time, especially the increased decentralization to local authorities, has directly removed the long-standing psychological barrier of reluctance to deal with procedures among business households. For us, each procedure that is reduced is not simply about saving time or travel costs, but more importantly, it strengthens our confidence in the government's support. This is the driving force for individual households to confidently rotate capital, expand scale, and diversify products,” Mr. Duy expressed.


Mr. Nguyen Dinh Tuan, Deputy Director of the Public Administrative Service Center of Ha Tinh province, observed: "The impact will be very clear if the reforms are implemented synchronously. When procedures are simplified, businesses will shorten the time to complete investment, construction, and environmental procedures, etc., to quickly bring projects into operation. This means increasing capital turnover, improving capital efficiency, and not missing business opportunities. In addition, cutting down on procedures also creates a more equal competitive environment for the business community, especially small and medium-sized enterprises (SMEs). This group of businesses has limited resources, so simplifying procedures will help them reduce pressure."
As the focal point, the Ha Tinh Provincial Public Administrative Service Center will proactively advise and closely coordinate with relevant departments and localities to concretize the list of decentralized procedures. The ultimate goal is to ensure that all benefits from the eight government resolutions are directly translated to citizens and businesses in a substantive, effective, and transparent manner.
In the context of an economy needing more growth momentum, substantive and comprehensive reforms are expected to become an important "lever" to help the business community and households in Ha Tinh improve their competitiveness and achieve sustainable development.
