Recently, at the Dung Quat Refinery, Binh Son Refining and Petrochemical Joint Stock Company ( BSR ) held a conference to summarize its Safety, Health, and Environment (SHE) work in 2025 and to implement the plan for 2026 with partners/units.
Attending the conference were representatives from the Fire Prevention and Rescue Police Department, the Mobile Police Department, the Economic Security Department (Quang Ngai Provincial Police), the Van Tuong Commune Police, and the Dung Quat Port Border Guard Station. On the BSR side, Mr. Cao Tuan Si - Director of Dung Quat Refinery, along with representatives from various functional departments, units/partners, and contractors, were present.

In 2025, occupational safety and health (OSH) at BSR was strictly implemented, adhering to the company's rules and regulations; ensuring no accidents resulting in lost workdays, leaks, fires, explosions, environmental incidents, or security breaches occurred. In addition, BSR organized numerous conferences and workshops to exchange ideas, discuss, and sign cooperation agreements, contributing to ensuring absolute safety for the Dung Quat Refinery and its employees.
To achieve these results, BSR organized 165 drill scenarios, updated dozens of documents on occupational safety and health, conducted over 21.6 hours of safety training per person per year, and organized 10 safety talks. Notably, over 1,300 unsafe working conditions and behaviors were recorded and promptly prevented and addressed. Simultaneously, the organization monitored and promptly recorded cases of safe working practices and strict adherence to regulations for commendation and encouragement.

BSR has also closely coordinated with functional forces such as the Economic Security Department, the Mobile Police Department ( Quang Ngai Provincial Police), Van Tuong Commune Police, Dung Quat Port Border Guard Station… to strengthen control and ensure security and safety for the Dung Quat Refinery and its facilities. In addition, BSR strictly implements environmental protection regulations. This includes seriously organizing the collection, transportation and treatment of waste, carrying out industrial hygiene, and controlling insects and harmful animals…
Entering 2026, BSR has set key objectives with "four zeros," including: No work-related accidents resulting in lost workdays; no fire or explosion incidents, and no technological safety incidents; no security incidents; and no violations of environmental regulations. In addition, BSR has also identified challenges and difficulties related to weather conditions, new standards for occupational safety and environmental protection, energy transition trends and green development, and the morale of employees working at the plant. To overcome these challenges and complete the set tasks, BSR proactively develops solutions regarding "people - methods - management". Specifically, regarding people, BSR will standardize professional competency standards for partner personnel, conduct assessments and evaluations before approving applications to join BSR according to regulations. Simultaneously, it will standardize entrance exams and share them with contractors; maintain a plan for testing and evaluating the professional and safety competencies of BSR and contractor personnel; organize monthly safety talks; and reward and commend individuals and teams who excel in promoting a safety culture.
Regarding safety assurance methods, BSR will enhance the supervisory capacity of its employees and contractor workers; organize reviews and require contractors to ensure the ratio between supervisors and workers. In addition, it will maintain inspections of unsafe tools and equipment.

Regarding management solutions, BSR will strengthen the rewarding of high-performing personnel, conduct quarterly assessments of the implementation of occupational safety and environmental protection measures by contractors to promptly address and improve issues. Simultaneously, it will ensure security, order, and safety, and promptly handle complaints during construction and site leveling work. Furthermore, it will control the number of workers relative to supervisors to ensure a safe working ratio.
In his concluding remarks at the conference, Mr. Cao Tuan Si, Director of Dung Quat Refinery, shared that BSR has officially reached a total revenue milestone of over 142 trillion VND, with a production output of over 7.9 million tons of products, exceeding the 2025 production and business plans. Regarding occupational safety and health, BSR achieved over 54.6 million safe working hours without any lost-time work accidents. This is one of BSR's outstanding achievements, thanks to the active contributions of partners, units, and contractors working at the Company.

“In 2026, BSR continues to set a double-digit growth target, therefore the workload will be very large. This will pose many challenges to ensuring safety for the Dung Quat Refinery and its workers. The results achieved in 2025 will be a solid foundation for BSR to continue striving for better results in the coming year. I hope that, through these proposals and improvements, we will continue to apply them in practice and adhere to the set targets to achieve even better results together,” emphasized Mr. Cao Tuan Si, Director of Dung Quat Refinery.
At the conference, BSR commended and rewarded partners, units, and contractors who made outstanding contributions to the company's success in ensuring occupational safety and environmental protection in 2025. This is timely recognition for those teams that have strictly complied with occupational safety and environmental protection regulations, proactively coordinated with BSR during construction and operation, and made important contributions to maintaining a safe, stable, and continuous working environment at the Dung Quat Refinery.
BSR is a member unit of the Vietnam National Energy and Industry Group (Petrovietnam). In 2025, BSR's production is estimated to reach 7,907,293 tons, equivalent to 108% of the management plan; revenue reached VND 142,800 billion; pre-tax profit reached VND 4,700 billion; and contributions to the state budget amounted to VND 14,300 billion. With these results, BSR has made a positive contribution, helping Petrovietnam comprehensively achieve its production and business targets in 2025.
