Starting from February 14, 2026, electronic land ownership certificates integrated into VNeID will take effect and be used to replace paper documents in handling administrative procedures. This is considered an important step in the digital transformation of the land sector.

Residents carry out administrative procedures related to land at the Tho Binh Commune Public Administrative Service Center.

The electronic land title certificate is a digitized version of the traditional land title certificate (also known as the electronic certificate of land use rights and ownership of assets attached to land) integrated into VNeID. This is the result of a 90-day campaign to enrich and clean up land data. Through this campaign, Thanh Hoa province has cleaned and digitized nearly 1 million land parcels, ensuring they are "accurate, complete, clean, and valid" (approximately 720,000 land parcels still need further review and cleaning).

Through a comprehensive review of land data, Tho Binh commune has 17,990 land parcels, including 937 parcels belonging to organizations and 16,862 parcels belonging to households and individuals. The commune has standardized, enriched, and cleaned up land data for 4,751 out of 17,990 land parcels (reaching 26.41%). Specifically, the commune has completed the digitization of 100% of cadastral records, including the 1993 land registration book; the 2002 land cadastral register; cadastral maps from various periods (1993, 2002, 2012); and the 2012 cadastral register.

The People's Committee of Tho Binh commune is directing the Economic Department to coordinate with the villages to review and guide the people in preparing documents for the issuance of certificates of land use rights for agricultural land. At the same time, they are coordinating with the Trieu Son Branch of the Land Registration Office to regularly update information on land changes and guide people in declaring and supplementing missing documents.

In addition, to promote digital transformation and digitize land data, the People's Committee of the commune is also actively coordinating the updating and standardization of data to serve the construction and operation of the electronic land title system, disseminating information in the villages about the benefits of electronic land titles, and guiding people to use electronic identification accounts and online public services in the field of land.

Mr. Le Xuan Linh, Deputy Director of the Tho Binh Commune Public Administrative Service Center, said: “When people come to complete administrative procedures related to land, the center's staff will guide them in preparing all necessary documents and assist them in integrating their land ownership certificates into the VNeID system. After integrating the land ownership certificate into the VNeID system, people will find it very convenient to look up information and land plots. In addition, when carrying out administrative procedures related to land, they will not need to bring paper documents to prove their identity, making it very convenient and fast.”

On February 2, 2026, the Ministry of Agriculture and Environment issued Decision No. 441/QD-BNNMT on the announcement and guidance on connecting, exploiting, and using data on land use right certificates and ownership certificates of assets attached to land, aiming to replace paper documents in administrative procedures. Accordingly, once the land title data is fully updated in the national land database, relevant agencies can directly access the system to process procedures, instead of requiring citizens to submit paper copies as before.

In accordance with Document No. 3765/UBND-HCC of the Provincial People's Committee and Document No. 104/HCC-KSTTHC of the Provincial Public Administration Service Center sent to provincial departments, agencies, and the People's Committees of communes and wards regarding the exploitation and use of databases and the public posting of the list of document components replaced by electronic data, the People's Committee of Tong Son commune has intensified propaganda and guidance to help people easily access the benefits of electronic land ownership certificates.

Ms. Nguyen Thi Thuy Ngan, a specialist in receiving applications in the fields of land administration, construction, agriculture, and environment at the Tong Son Commune Public Administrative Service Center, said: “Integrating land ownership certificates into the VNeID application helps specialized agencies directly access information to resolve administrative procedures for people, thereby reducing paperwork, shortening processing time, and enhancing transparency in land management.”

Integrating land ownership certificates into the VNeID application is a significant step in the national digital transformation roadmap, creating an important foundation for a more open and transparent real estate market, reducing document forgery and loss, and promoting online real estate transactions in the future.
