- Over the past years, Dong Dang - Lang Son Border Gate Economic Zone has undergone a "transformation". This is the result of a sustainable and comprehensive development strategy , in which the strategic pillars include: strong investment in infrastructure, application of advanced information technology and administrative reform , ensuring security and order in the border gate area have created solid "pillars", strongly promoting import and export activities .
The implementation of these strategic pillars aims to improve the efficiency of border economic development; help reduce costs, save time, increase transparency and attract investment, thereby promoting sustainable economic growth.
Infrastructure completion
In the context of the volatile global economy in recent years, Lang Son has identified the completion of transport infrastructure and border gates as the top priority task. The goal is not only to meet current trade needs but also to create a solid foundation, ready for future growth.
Accordingly, the provincial Party Committee and government have actively participated and implemented many synchronous solutions. A typical example is the strong mobilization of investment resources with more than 10,000 billion VND invested in border gate economic infrastructure during this period.
Priority projects include: investing in and completing the road system, parking lots and warehouses at international border gates such as Huu Nghi and Tan Thanh; a dedicated freight transport route at Tan Thanh border gate; upgrading and renovating the import-export road at Chi Ma border gate; upgrading the Coc Nam Joint Control House; constructing and putting into operation dry ports such as Tan Thanh dry port and Yen Trach dry port, contributing to reducing pressure on road border gates, optimizing logistics processes; effectively implementing the Project to adjust the General Planning for the construction of Dong Dang - Lang Son Economic Zone to 2045 to ensure synchronization, unity and close connection between localities. Most recently, the expansion of the import-export route at Chi Ma border gate to 4 lanes (2 export lanes, 2 import lanes); expanding the dedicated freight transport route through the area of landmarks 1119 - 1120 at Huu Nghi international border gate; Continue to invest in repairing and renovating a number of investment projects in the transportation system, infrastructure of working areas of functional agencies... at border gates.
These projects have been completed and put into use in a timely manner, contributing significantly to the effective promotion of the economic zone, especially facilitating the import and export of goods across the country through the province.
In addition to capital from the state budget, in recent years, Lang Son province has focused on calling for, attracting and mobilizing social capital from organizations and enterprises to invest in implementing projects in the Economic Zone.
Specifically, Lang Son province has attracted organizations and enterprises to invest in 25 wharf business investment projects with a registered capital of over VND 3,400 billion to serve the import and export of goods and support services for enterprises, basically meeting the demand. Of which, there are 8 projects investing in warehouse and yard business at 4 border gates in the economic zone with a total registered capital of nearly VND 1,950 billion. Most of the projects have been invested in construction and operated stably, effectively, meeting the requirements of trade and service activities, creating excitement in the economic zone's activities, increasing state budget revenue.
Along with that, the authorities, especially the Management Board of Dong Dang - Lang Son Economic Zone, have proactively advised and effectively implemented the key tasks and work programs of the Provincial Party Committee and Provincial People's Committee.
Mr. Nguyen Quoc Toan, Head of the Management Board of Dong Dang - Lang Son Economic Zone, said: The Board has proactively advised and closely coordinated with relevant departments and branches to effectively implement infrastructure projects. We have focused on investing in the construction of specialized freight routes, border gate infrastructure works and developing administrative areas. In particular, we have completed and effectively put into operation functional areas such as the Cargo Transit Area, Export Processing Zone I, and Duty Free Zone, promptly meeting the needs of import and export of goods through the area. Completing the planning system, including adjusting the General Planning of Dong Dang - Lang Son Economic Zone to 2045, is also a key task to ensure synchronous, sustainable development and close linkage between localities in the province.
One of the typical examples of this investment is the upgrading and expansion of the Huu Nghi international border gate, the Dong Dang Railway Border Gate and the Chi Ma bilateral border gate. Dedicated routes for transporting goods have been built, helping to reduce congestion of import and export vehicles during peak times.
Warehouse systems and logistics services are also focused on development to meet the increasing demand of e-commerce and agricultural exports. The synchronization of infrastructure not only helps Lang Son affirm its position as one of the eight key national economic zones but also aims to build the most modern and model border gate in the ASEAN region.
Mr. Nguyen Van Chien, Deputy Director of Viettel Lang Son Logistics Park, said: Currently, Viettel Lang Son Logistics Park is deeply applying core technologies such as IoT, AI, 5G, Big Data and especially the Digital Twin model - helping to simulate all logistics activities in real time in the digital space. Thanks to that, the Park has the ability to proactively optimize, forecast and coordinate the flow of vehicles, goods and warehouses in real time. The central operating system operates on a big data platform, integrating IoT sensors and cameras using AI to identify license plates, product codes, container status, etc., helping to automate the monitoring process and reduce dependence on manual operations. This not only increases processing speed but also improves transparency and operational safety.
Mr. Vu Duc Hoa, Director of Tue An Import-Export Company Limited (Dong Dang Commune, Lang Son Province) shared: Our company is one of the first enterprises to carry out procedures for declaration and inspection of goods through Viettel Lang Son Logistics Park and is also an enterprise that regularly carries out procedures through the system of Huu Nghi Xuan Cuong Joint Stock Company. Through practical work, the enterprise has realized that one of the outstanding features at the border gates of Lang Son province, especially Huu Nghi international border gate, is the ability to connect data directly with the customs systems of Vietnam and China. The system at the border gates now allows automatic processing of traffic flows - green, yellow, red - based on electronic declaration data, helping to shorten waiting time and optimize the customs clearance process. In addition, the loading area of wharf enterprises at the border gates is also fully automated, contributing to reducing operating costs and increasing the efficiency of goods circulation for enterprises.
Pioneering the 4.0 revolution at the border gate
The remarkable development of Lang Son border gate economy cannot be separated from the strong application of science and technology, especially the implementation of the "Digital Border Gate Platform" and the construction of the "Smart Border Gate Project". This is considered a strategic step, demonstrating the acumen and vision of the provincial leaders in the context of the 4.0 industrial revolution.
The clearest evidence is that since 2022, implementing the direction of the National Committee on Digital Transformation, the People's Committee of Lang Son province has focused resources on deploying the application of the Digital Border Gate Platform at Huu Nghi international border gate and Tan Thanh border gate. The application of this Platform has allowed all information about goods and means of import and export to be digitized and quickly transmitted to competent authorities, helping to minimize errors, increase transparency and efficiency, thereby creating a "revolution" in the customs clearance process. With this result, Lang Son has become the first province in the country to successfully implement the Digital Border Gate Platform.
Mr. Tran Huu Giang, Deputy Director of Lang Son Department of Science and Technology, added: From 2022 to present, the Department of Science and Technology has regularly coordinated with departments and functional forces at the border gate to update and upgrade the Border Gate Platform to suit the actual situation. At the same time, the Department has also proactively coordinated with telecommunications enterprises to organize investment and upgrade telecommunications infrastructure at the border gate area to ensure connection, communication, and data sharing of specialized databases with the Border Gate Platform.
The authorities at the border gates (customs, border guards, quarantine...) not only effectively apply the Digital Border Gate Platform but also apply specialized software to effectively serve the settlement of customs clearance procedures for goods, management of people and vehicles entering and leaving the border gate, and the most important thing is to bring clear efficiency to businesses, people and officers participating in the customs, border guard, quarantine procedures...
Mr. Vu Van Hang, an official of Tan Thanh Customs Team, said: Receiving and processing paper documents is very time-consuming and laborious. Therefore, when applying the Digital Border Gate Platform and the VINACC/VCIS electronic customs system, we can look up information, process documents and issue customs clearance permits in just a few minutes. This not only helps reduce work pressure for officers but also ensures accuracy and transparency in each stage. Moreover, digitalization helps us easily manage, compile and analyze data, thereby making timely adjustments to improve work efficiency. For example, we only need to process a set of electronic customs declarations within 1-2 minutes.
For businesses, the benefits of applying technology are undeniable. Mr. Nguyen Van Ngoc, representative of Dai Phu Company Limited (specializing in import-export services in Dong Dang commune) said: Businesses have used the digital border gate platform since the pilot implementation at Tan Thanh border gate. Declaring import-export goods information on this platform helps businesses declare documents from the office, without having to be present at the border gate. This helps reduce travel costs and waiting time. The customs clearance process has also become more transparent and easier to track than ever. We can know exactly where our documents are, helping us manage import activities more effectively. This has created trust for the import-export business community that regularly conducts import-export activities through the border gates of Lang Son province.
According to Deputy Director of Lang Son Department of Science and Technology Tran Huu Giang, the "smart border gate" project will be implemented soon , with the application of technologies such as automatic identification, QR code checking, smart monitoring system... will continue to improve customs clearance capacity, towards a fully automatic, paperless process, helping the import and export of goods to be many times faster and more convenient.
Not only the above solutions, to attract investment and create the most favorable conditions for business activities, Lang Son has promoted administrative reform, simplified procedures and issued many preferential policies such as improving the investment environment; reviewing and cutting unnecessary administrative procedures; publicizing processes and procedures on digital platforms. At the same time, preferential policies on tax, land and investment support have also been issued to encourage domestic and foreign enterprises to invest in the economic zone and ensure security and order at the border gate area... and have also been implemented with attention.
The close combination of the above strategic pillars has created a combined strength, bringing the province's economic zone into a new development stage, proven by impressive figures on import-export turnover, economic growth rate, etc. With the achievements, Dong Dang - Lang Son Economic Zone is aiming to become a logistics center, an important economic growth pole of the Northern Midlands and Mountains, contributing to the overall development of the whole country.
Comrade Doan Thanh Son, Vice Chairman of Lang Son Provincial People's Committee affirmed: In recent years, Lang Son province has always identified the development of the economic zone as one of the key tasks to focus on directing and operating. The province has had many policies, resolutions, mechanisms and policies on the development of the economic zone. In particular, the province has mobilized many resources to focus on investing in the construction and completion of works and projects to develop key economic and social infrastructure, especially infrastructure serving state management activities and import-export activities at border gate areas. Therefore, up to now, the economic zone has become an important exchange hub in economic, trade and tourism development between Vietnam and China as well as between ASEAN countries and China; the economic growth rate in the economic zone has always been high, averaging over 7.5% per year, creating a driving force to accelerate the growth process and economic restructuring of the province. |
