Implementing the Prime Minister 's direction in Official Dispatch No. 96/CD-TTg dated June 26, 2025, which stated that Vietnam Post Corporation would arrange human resources to support the People's Committees at the commune level in receiving and returning results of administrative procedures (TTHC), ensuring stable, smooth, effective, regular, and continuous operations 24/7 when arranging administrative units and implementing the 2-level government organization model from July 1, 2025, Vietnam Post Corporation has proactively developed and synchronously deployed many solutions to support the People's Committees at the commune level in receiving and returning results of TTHC, directly contributing to the construction of a modern, people-friendly, and people-serving administration.
Vietnam Post has established a Steering Committee to carry out tasks at the Corporation level and provincial/municipal Post Offices; developed a master plan for nationwide implementation and updated, inspected and evaluated the implementation in each commune; continued to organize support and guidance for people to perform online public services; received documents and returned results of administrative procedure settlement at post office service points located in the center of the old commune/ward far from the Public Administration Service Center of the new commune/ward; arranged personnel, equipment and means to return results of administrative procedure settlement to people as well as circulate documents between the Public Administration Service Center of the commune/ward to the agencies handling administrative procedures and vice versa.
Mr. Chu Quang Hao, General Director of Vietnam Post Corporation, said that 100% of employees participating in supporting the reception of documents and returning results of administrative procedures (TTHC) at the People's Committees at the commune level have been trained by the Corporation and provincial and city Post Offices, ensuring sufficient capacity and expertise to support people at the Commune-level Public Administration Service Center.
Vietnam Post also prepares equipment, vehicles, uniforms, infrastructure, and is ready to coordinate with local authorities to receive documents and return results of administrative procedure settlement.
Among the 8,000 officers and employees assigned by the Corporation to support the reception of documents and return of results of administrative procedures at the People's Committees at the commune level, there are 3,340 support staff at 3,321 People's Committees of communes/wards/special zones; 3,321 postmen return results to people; nearly 1,400 people are always ready to support when tasks arise at the People's Committees of communes/wards/special zones.

Help people access administrative procedures quickly, conveniently and clearly
Vietnam Post Corporation determined that this is a political task, and it is necessary to prioritize mobilizing the best human resources to be ready to coordinate and best implement the tasks assigned by the Government.
On the first day of implementation (July 1), the Corporation organized inspection teams to arrange postal staff to support the Public Administration Service Center in more than 700 communes, equivalent to 25% of the communes nationwide, to ensure quality of service to the people.
Postal staff at the Commune-level Public Administration Service Center will perform the following tasks: Guiding people and businesses in preparing documents to carry out administrative procedures; supporting and guiding people in submitting online public service documents; digitizing documents; returning results of procedures to people and businesses; transferring documents between the Commune and Ward Public Administration Service Centers and relevant units in handling administrative procedures; receiving requests, feedback, and complaints from people regarding the handling of administrative procedures...
Mr. Nguyen Minh Huy, Vice Chairman of the People's Committee and Director of the Dong Hy Commune Public Administration Service Center, Thai Nguyen Province, shared that the participation and coordination of the Thai Nguyen Provincial Post Office was very quick, timely and practical, helping the Center increase on-site support resources to better perform its tasks, while contributing to improving service quality.
With the support of Post Office staff, people can access administrative procedures more conveniently, receive detailed and clear instructions on how to carry out procedures, saving time and effort.
Before undertaking this task, Vietnam Post had many years of experience in the field of public administrative services. Since 2018, the Corporation has deployed online public service support at service points; from 2021, implementing Decision No. 468/QD-TTg, Vietnam Post has coordinated with local People's Committees to arrange more than 600 employees to provide guidance, receive, digitize records, and return results of administrative procedures at the One-Stop Department at all levels.
With more than 13,000 service points nationwide, the Vietnam Post network has become an "extended arm" in implementing administrative reforms, connecting people and the government, contributing to building a modern administration that is close to and serves the people.
