Implementing the National Target Program on New Rural Construction and the Sustainable Poverty Reduction Program helps Thanh Hoa's rural areas to improve.

Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that the implementation of the National Target Program on New Rural Development and the Sustainable Poverty Reduction Program has helped the rural landscape to improve, rural infrastructure has been invested synchronously and spaciously, the rural environment and landscape have become brighter - greener - cleaner - more beautiful; the cultural and spiritual life of rural people has been improved, many traditional cultural values ​​have been preserved and promoted well.

At the National Conference to review the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction, the Movement "The Whole Country Joins Hands to Build New Rural Development", the Movement "For the Poor - No One Left Behind" for the period 2021-2025 held recently, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that Thanh Hoa has an area of ​​over 11,000 ^km2 , a population of about 4.3 million people, of which the rural population accounts for 82%. The whole province has 26 districts, towns and cities; 547 communes, wards and townships and 3,326 villages, hamlets and residential groups in operation; in particular, there are 11 mountainous districts with 166 communes and about 75% of the province's poor and near-poor households living in 11 mountainous districts.

Implementing the policies of the Party Central Committee, the National Assembly, the Government, and the Prime Minister on new rural construction and sustainable poverty reduction, Thanh Hoa province has thoroughly implemented the resolutions, decisions, directives, and conclusions of the Central Committee, focusing on concretizing them through agricultural development programs and new rural construction; fully promulgating resolutions, decisions, directives, and conclusions of the Provincial Party Committee, People's Council, People's Committee, and Provincial Steering Committee to organize and implement them in a very effective manner.

At the time of new rural construction in 2010, the life of farmers and rural areas in Thanh Hoa was still very difficult, the average income per capita in new rural areas reached 8-9 million VND/person/year, the poverty rate in rural areas accounted for 26.96%.

By 2020, the average income per capita in rural areas will reach 42.11 million VND/person/year, an increase of 4.7 times compared to 2010, the poverty rate will decrease to 8.86%, an average annual decrease of about 1.81%.

By 2024, the average income per capita in rural areas will be 60.86 million VND, an increase of 1.44 times compared to 2020, the poverty rate in rural areas will be 4.76%, an annual average decrease of 1.02%. Currently, the province's poor and near-poor households are 2.02%, equivalent to 20,660 households. The province has achieved 15/26 district-level units meeting the standards and completing the task of building new rural areas, equal to 58% of the target; 374/547 communes, reaching 69%, of which 831 mountainous villages have met the new rural standards, eliminating all new rural communes in Muong Lat district, 4 districts and 125 communes meeting the advanced new rural standards; 33 communes, 629 villages have met the model new rural standards. Up to now, the whole province has 645 OCOP products, including 2 5-star products.

According to Mr. Nguyen Doan Anh, to achieve the above results, Thanh Hoa always closely follows the direction and orientation of the central government, the National Assembly , the Government, the Prime Minister; the guidance and assistance of central agencies, ministries and branches, and other provinces.

Second, Thanh Hoa has issued a complete and synchronous system of documents, especially annually developing and supplementing specific plans and targets for each locality.

Third, develop plans and organize propaganda, launch emulation movements for the whole country to join hands in building new rural areas and movements for the poor, leaving no one behind, creating a widespread influence among cadres, party members, the political system and all classes of people to actively participate in building new rural areas and sustainable poverty reduction.

Fourth, focus on building a synchronous and appropriate support policy mechanism, especially promoting internal strength, mobilizing resources from the people, typically the donation of land by the people to build traffic infrastructure, village roads, alleys, irrigation works with a total area of ​​198 hectares donated by the people, of which Trieu Son district is the most prominent, 21,674 households donated 87 hectares, with a total budget of over 4,000 billion VND. Resources mobilized from the community and economic sectors account for about 70% of the total investment resources and support for the new rural construction program.

Fifth, Thanh Hoa has done a good job of summarizing and reviewing annually, promptly rewarding organizations and individuals with outstanding achievements in building new rural areas and sustainable poverty reduction.

Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that implementing a two-level local government, Thanh Hoa has 166 communes and wards (19 wards, 147 communes), of which 76 communes are in mountainous areas with 45 communes that have not met the new rural standards, all of which are ethnic minority mountainous areas with difficulties in regions I and II; especially difficulties in region III. Based on the goals and orientations of the Central Government, Thanh Hoa strives to have about 80% of communes meeting new rural standards by 2030, equivalent to 117 communes, of which 35% of communes meet advanced new rural standards, equivalent to 41 communes; 10% of communes meet modern new rural standards, equivalent to 12 communes; the multidimensional poverty rate is reduced to less than 1%.

"To achieve the above goals, Thanh Hoa hopes to continue receiving attention, support and facilitation from the Central Government, the National Assembly, the Government, the Prime Minister, and central ministries and agencies so that Thanh Hoa can continue to successfully implement the program's goals in the coming period," said Thanh Hoa Provincial Party Secretary Nguyen Doan Anh.
