Joining the survey team were Comrade Dinh Van Tien, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Ninh Binh City Party Committee; leaders of the Provincial Party Committee's Mass Mobilization Department; the Provincial Party Committee Office; the Provincial Women's Union; and leaders of localities with exemplary models of "effective mass mobilization"... This is one of the activities aimed at preparing for the editing and publication of the book "100 exemplary models of 'effective mass mobilization' in Ninh Binh province, 2021-2025".
In Yen Mo district, the Standing Deputy Secretary of the Provincial Party Committee and members of the delegation surveyed the model of effective mass mobilization "Mobilizing production households to implement the model of installing greenhouses and water-saving irrigation systems to grow high -economic- value crops" in Yen Tu commune, implemented by the District Department of Agriculture and Rural Development.
Since 2022, the Department has coordinated with the People's Committees of communes and towns to survey and select households with capital, technical expertise, and land resources, and encouraged them to participate in implementing the model. They also organized visits to Nga Son district, Thanh Hoa province. Simultaneously, they advised the District People's Council to issue Resolution No. 04, allocating district budget funds to support 40% of the installation costs, not exceeding 300 million VND/1,000 m2, to encourage organizations and households to install greenhouses, net houses, and water-saving irrigation systems, and to cultivate high-economic-value crops in a way that ensures food safety, such as netted melons, Korean honeydew melons, Thai Kim honeydew melons, and baby cucumbers.
From the initial three households implementing the model, the entire district now has 23,300 m2 of greenhouses, net houses, and water-saving irrigation systems installed to grow high-value crops. Revenue reaches approximately 250-350 million VND per 1,000 m2 of greenhouse, with profits ranging from 125-175 million VND, 10-15 times higher than traditional production.
Here, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, acknowledged, highly appreciated, and commended the efforts of the District Department of Agriculture and Rural Development, the local authorities, and various associations and organizations for their many effective approaches and positive support in promoting the application of high technology in agricultural production, increasing farmers' income, and creating jobs for many local laborers.
To ensure the model continues to be effective, the Standing Deputy Secretary of the Provincial Party Committee requested that in the coming time, all levels, sectors, mass organizations, and local authorities should continue to support seeds and capital, introduce many new varieties into production, help increase crop yields, improve the quality, value, and brand of products, build distinctive OCOP products, promote propaganda to expand the area of high-tech agricultural production, promote agricultural development in the district, increase the value per hectare of cultivated land, and build brands for local agricultural products.
Next, the delegation surveyed the model of "Supporting the establishment of cooperatives for the production of medicinal herbs and the combination of essential oil distillation" of the Provincial Women's Union in Yen Thai commune, Yen Mo district.
Since 2022, the Provincial Women's Union has supported Yen Thai commune in establishing the "Thanh Cong Medicinal Herb Production and Consumption Cooperative" in Tien Thon village with 17 members. The cooperative focuses on converting 15 hectares of low-yield and acidic arable land into medicinal herb cultivation for essential oil distillation. Currently, 22 members participate in the cooperative. The cooperative's lemon eucalyptus essential oil has been recognized as a 3-star OCOP product at the provincial level. The cooperative's revenue exceeds 1.3 billion VND, with an average member income of over 35 million VND per year. The cooperative has also attracted 30 unemployed agricultural workers.
Highly appreciating the effectiveness of the cooperative's operating model, and considering it a new approach that needs continued attention, investment, and support to expand its scale and increase its value in the future, the Standing Deputy Secretary of the Provincial Party Committee suggested that all levels and sectors should have appropriate policies to support the conversion of agricultural land to help the cooperative expand its raw material area for growing medicinal plants, and provide solutions to support capital for the cooperative to improve its production capacity, enhance product promotion, and develop more products that meet OCOP 3 and 4-star standards.
Cooperative members also need to innovate and improve the efficiency of production and business, focusing on technological innovation, researching and developing models for growing medicinal herbs and distilling essential oils combined with experiential tourism, developing in accordance with the province's orientation, and gradually making tourism a truly leading economic sector.
In Tam Diep city, the delegation surveyed the "Model Police Station Construction" model in Trung Son ward. Since 2022, in response to the complex and unpredictable developments in crime and law violations affecting political security and social order in the area, and in order to improve the criteria for building a civilized urban ward, the Party Committee and People's Committee of the ward have directed the ward police to comprehensively implement tasks to build a model police station. They established and effectively operated 21 people's patrol teams, promptly mediating 3 internal conflicts among residents; and provided 87 pieces of information to help the police force prevent and combat crime and law violations…
Highly appreciating the Trung Son Ward Police's effective development and implementation of the model of skillful public relations in the field of security and order, the Standing Deputy Secretary of the Provincial Party Committee expressed his hope that in the near future, the model will be evaluated, lessons learned, upgraded, and replicated on a wider scale, contributing to ensuring security and order and promoting the economic and social development of Tam Diep city. The city's Party Committee and government need to have support mechanisms to make the model operate more effectively.
Next, the delegation surveyed the "Propaganda and Mobilization for Mural Street" model implemented by the Party Committee's Mass Mobilization Department of Bich Dao Ward, Ninh Binh City, in Thanh Son Street in 2024. This model was developed to help prevent and eliminate illegal advertising and posters, while also effectively implementing Directive No. 16 of the Standing Committee of the City Party Committee on strengthening urban management, ensuring traffic safety, construction order, urban order, and environmental sanitation; and improving the quality of urban cultural and civilized living.
To implement the model, the Ward's Mass Mobilization Department, in coordination with the Youth Union of Dinh Tien Hoang High School and the Thanh Son Street Party Committee, mobilized cadres, members, and the public to contribute over 60 million VND to paint 20 murals with a total area of over 200 m2. This contributes to creating a highlight in urban landscape and public culture, building a civilized lifestyle, meeting the cultural and spiritual needs of all strata of the people, and building a brighter, greener, cleaner, and more beautiful urban landscape and appearance for the ward, achieving the standards of a civilized urban area.
Highly appreciating the effectiveness of the model of skillful mass mobilization in Bich Dao ward, the Standing Deputy Secretary of the Provincial Party Committee stated that the model is very appropriate, especially in the future when Ninh Binh city will merge with Hoa Lu district to expand its administrative boundaries, aiming towards becoming a heritage city and a tourist city. These specific and practical models will contribute to creating highlights for the urban landscape. He expressed confidence that the model will have a high ripple effect, mobilizing a large number of participants, helping to educate the younger generation about traditions, raising awareness of protecting and preserving the environment, improving the effectiveness of mass mobilization work, and helping the city successfully complete its assigned political tasks.
* On the morning of August 14th, Comrade Do Viet Anh, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Party Committee's Mass Mobilization Department, and Deputy Head of the Provincial Steering Committee for the "Skilled Mass Mobilization" emulation movement, surveyed several "Skilled Mass Mobilization" models in Hoa Lu, Gia Vien, and Nho Quan districts. He was accompanied by leaders from Hoa Lu, Gia Vien, and Nho Quan districts.
In the localities, the survey team listened to reports on the implementation results and visited the following models: "Cultivating Japanese lotus and new lotus varieties associated with tourism development" in Ninh Xuan commune, Hoa Lu district; "Neighborhood solidarity group" in Gia Thinh commune, Gia Vien district; and "Off-season custard apple cooperative for safe fruit consumption in Phu Long" in Phu Long commune, Nho Quan district.
Japanese lotus and new lotus varieties are being cultivated at the Hang Mua Tourist Area in Ninh Xuan commune, covering an area of 5 hectares, with varieties such as Bach Diep, Super White-winged, and Cung Dinh Pink-winged… Around June-July each year, the lotuses bloom most beautifully, which is also the time that attracts many tourists to visit.
Besides visiting and admiring the lotus fields, tourists can also enjoy specialties made from lotus such as lotus roots, dried lotus seeds, lotus stems, and experience the captivating flavor of Hang Mua lotus tea. Currently, Hang Mua lotus tea has been recognized as a local OCOP product. The model of growing new lotus varieties in the Hang Mua tourist area has achieved certain successes, contributing to creating stable jobs and increasing income for the people.
The "Neighborhood Solidarity Group" model in Dong hamlet, Trinh Phu village, Gia Thinh commune, was established and put into operation in 2006, consisting of 1 Group Leader, 1 Deputy Group Leader, and 33 members. Over the past period, the Neighborhood Solidarity Group has successfully completed all assigned tasks, strengthening trust among the people and receiving recognition from the local government. In particular, in response to the nationwide campaign to build new rural areas, the Group mobilized villagers to contribute materials and labor to pour concrete for 1 km of road, costing over 53 million VND; and painted murals and painted both sides of the road, costing nearly 16 million VND.
The families of the group members maintain traditional hat-making crafts and other supplementary occupations, actively engaging in production and business to achieve sustainable wealth. Poverty reduction efforts have been effective, with no poor households remaining, 70% of households reaching a relatively wealthy status, and average per capita income exceeding 70 million VND per year. Environmental sanitation is maintained, with village roads and alleys always clean, beautiful, and unobstructed, ensuring smooth traffic flow.
The team regularly coordinates and effectively handles mediation and resolution of conflicts arising among the people, promptly detects violations of the law, combats and prevents various types of crimes, disseminates information on fire prevention and control, and contributes to the movement to protect national security...
To ensure the sustainable development of custard apple cultivation, with the support and attention of all levels and sectors, Phu Long commune established the "Phu Long Off-Season Custard Apple Cooperative for Safe Fruit Consumption". The cooperative operates with a clear direction, and its members are always united, supporting and helping each other to develop and expand the Phu Long custard apple brand further into the market. In addition, the commune focuses on promoting and encouraging people to actively replicate the model, turning difficulties into advantages to develop the economy, increase income, reduce poverty, and strive for prosperity.
To date, the model has involved 45 households cultivating custard apples on a total area of 147 hectares. The entire production process adheres to VietGAP standards, ensuring food safety. Currently, Phu Long custard apples have been recognized as a 4-star OCOP product. All harvested produce is sold immediately, providing a substantial income for the farmers.
After listening to reports and conducting on-site surveys, Comrade Do Viet Anh, Member of the Standing Committee of the Provincial Party Committee, Head of the Provincial Mass Mobilization Department, and Deputy Head of the Provincial Steering Committee for the "Skilled Mass Mobilization" emulation movement, highly appreciated the efforts of the Party committees, government, and departments and units of the locality in directing, organizing, and effectively implementing the "Skilled Mass Mobilization" models. He also requested that in the coming time, effective solutions should continue to be implemented to replicate these models, bringing practical benefits to socio-economic development in the locality.
The comrade also acknowledged the opinions and suggestions from local Party committees, authorities, businesses, cooperatives, and households participating in "Effective Mass Mobilization" models, such as: supporting the development of the Phu Long custard apple experiential tourism model, paying attention to supporting the irrigation system in production areas, and building transportation routes to serve commodity production areas...
