Schools are strictly prohibited from offering extra classes during the summer.

The Hanoi Department of Education and Training has instructed schools not to organize any form of extra classes or tutoring during this summer.

According to the Hanoi Department of Education and Training's newly issued plan for summer activities in 2025, educational institutions need to develop plans for reviewing academics and providing remedial instruction for weak and underperforming students; they are prohibited from organizing extra classes or tutoring in any form, from teaching ahead of the curriculum, and from conducting review sessions, exam preparation, tests, or surveys for class placement in the 2025-2026 school year.

"Educational institutions must strictly implement the regulations of Circular 29 of the Ministry of Education and Training on supplementary teaching and learning," the document stated.

For preschool education, the Department of Education and Training instructs that, based on actual conditions and the needs of parents (parents of children who submit applications for summer school), and the voluntary spirit of teachers registering to work during the summer, preschool education institutions should develop a plan for organizing summer activities, report it to the People's Committee of the commune, ward, or town (for independent preschool groups and classes) and the Department of Education and Training; and implement a system of collection and expenditure agreed upon with parents and approved by the management level.

For 5-year-old preschool children, institutions need to select and equip them with the necessary educational content and skills to help them quickly adapt to the transition period and prepare them for first grade…

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that the department encourages schools to create conditions for students to use school facilities such as libraries and gymnasiums for learning and recreation.

"Clubs are organized on a voluntary basis, in accordance with regulations, and absolutely no student participation is forced or imposed in any form," Mr. Cuong affirmed.

According to Hanoi's 2024-2025 school year plan, preschool and primary/secondary schools will finish the second semester before May 29th and the school year will end before May 30th. Hanoi students will begin their summer break on May 29th.
