Local officials adapt to the digital environment.

In response to the demand for digital transformation in administrative management, commune-level officials and civil servants in the province are gradually adapting to the digital environment, applying technology in handling work, and contributing to improving the quality of service for citizens and businesses.

On Monday morning, the working atmosphere at the My Thuan Commune Party Committee Office was serious and orderly. In the offices, the computer systems were fully equipped, along with printers and photocopiers for processing documents. The investment and upgrading of equipment creates conditions for officials and civil servants to gradually access and perform their duties in a modern working environment, meeting the requirements of current digital transformation.

According to Mr. Phan Huu Nghi, Chief of the Party Committee Office of My Thuan Commune, previously, the exchange and assignment of tasks were mainly done through paper documents, with a turnaround time of 1-2 days. However, currently, most of the assigned work and progress tracking are done on the Party's operational management software. In addition, all agencies, departments, and organizations in the commune have established work groups on the Zalo platform to promptly exchange and update information and handle emerging tasks.

“In the early stages of implementing digital transformation, many officials and civil servants were confused when adapting to the new software. Some older colleagues were unfamiliar with computer operations, leading to slow processing and mistakes. In addition, the heavy workload meant that learning while working was also stressful. But recognizing this as an essential requirement, we proactively participated in training courses, studied instruction manuals, and assigned staff with technological skills to provide direct support to each department. As a result, everyone gradually became proficient, coordinated more smoothly, and thus improved work efficiency,” Mr. Nghi said.

Mr. Phan Quoc Viet, Deputy Head of the Culture and Social Affairs Department of Binh Giang Commune, believes that digital transformation is not just about applying software, but more importantly, about changing the working habits and mindset of each official. Previously, many tasks were handled based on personal experience, but now all operations are linked to processes, data, and transparency within the system. This forces each official and civil servant to improve discipline, proactively update knowledge, and avoid working based on habit. Mr. Viet shared: “In the field of culture and social affairs, the workload is diverse and directly related to the people. If the mindset doesn't change, the application of technology will only be superficial. When we recognized digital transformation as an essential requirement and the responsibility of each individual, we gradually developed a scientific work style, coordinated more closely, and aimed for effective and transparent service to the people.”

In hamlets, officials and Party members not only grasp the local situation but also directly disseminate the Party and State's policies and guidelines; participate in mediation, mobilize the people, and promptly report emerging issues at the grassroots level. The large workload demands proactiveness and flexibility in handling tasks. Therefore, adapting to digital transformation has become an essential requirement, contributing to improved coordination and information dissemination between hamlets and communes.

According to Mr. Nguyen Van Thong, Secretary of Ruong Sa 2 hamlet, Vinh Phong commune, in the beginning, many officials in the hamlet were confused about using smartphones and work-related applications. Faced with this situation, the commune organized direct, hands-on training, guiding them step-by-step, from how to join work-related groups and send image reports to updating information promptly. "Thanks to regular support, the staff gradually became proficient, handled work faster, and coordinated with the commune more smoothly than before," Mr. Thong said.
