Regarding the Software Park No. 2 project (in Thuan Phuoc Ward, Hai Chau District, Da Nang City), Mr. Le Son Phong, Deputy Director of the Department of Information and Communications of Da Nang City, said that the project is currently temporarily suspended despite the completion of the rough construction.
According to Mr. Phong, Software Park No. 2 is considered a key project of Da Nang City, implemented since 2020.
Construction on Software Park No. 2 is incomplete but has been temporarily halted due to obstacles in asset management mechanisms.
After several unsuccessful attempts to attract investment and hold auctions, Da Nang City decided to invest its own budget. The project is an economic and social infrastructure serving the development of information technology, therefore it is a public asset.
However, to date, the government has yet to issue regulations and a legal framework regarding public infrastructure assets in the IT sector. "Specifically, regulations on the management, use, and exploitation of software parks are lacking. This is the main obstacle for this project," Mr. Phong said.
Regarding the timeframe for putting the project into operation, a representative from the Da Nang Department of Information and Communications stated that there is no exact date yet as they are awaiting the government's issuance of a decree.
According to Mr. Phong, in 2022, Da Nang City submitted a proposal to the Prime Minister, and on March 21st, the Prime Minister agreed to allow the city to add this content to the regulations on special mechanisms. Currently, the relevant departments of Da Nang City are researching and processing the matter.
Having been abandoned for a considerable period, both the interior and exterior of Software Park No. 2 have become dilapidated with overgrown grass, trash, and debris scattered everywhere.
During the drafting process of the decree, the Ministry of Finance consulted with ministries and agencies twice. Da Nang City also submitted three written explanations, recommendations, and proposals related to this project.
The buildings inside Software Park No. 2 have had their structures completed but remain unfinished due to management issues.
Mr. Le Son Phong also added that this is a bottleneck for the IT industry in Da Nang City, so the Department of Information and Communications hopes the project will soon be operational, creating space for development and avoiding waste, as the demand for space to develop businesses has exceeded the supply capacity.
The parking area and park inside Software Park No. 2 have not yet been constructed.
In 2023, the Da Nang Department of Information and Communications received numerous requests from domestic and foreign businesses regarding the expansion of software development spaces and related policies to support digital transformation and the development of creative spaces at Software Park No. 2.
The project is invested and managed by the Da Nang Civil and Industrial Construction Investment Project Management Board. The consortium of Vinaconex25 - DCID - Thai Son - 319 - Le Vu won the bid and is constructing the project.
The Da Nang City People's Committee approved the investment for Software Park No. 2 in May 2020 with a total investment of nearly 800 billion VND, which was later adjusted to nearly 1,000 billion VND.
The second phase of the ICT Software Park project includes a 20-story ICT office building with a total floor area of over 26,000 m2; an 8-story ICT1 headquarters office building with a total floor area of over 39,000 m2; and an 8-story ICT2 headquarters office building combined with a cafe area with a total floor area of over 27,000 m2...
Because the construction is still unfinished, the contractor has assigned many security guards to the site to keep watch.
Upon completion, this project is expected to create approximately 6,000 direct jobs in IT and digital technology.
With a total investment of nearly 1,000 billion VND in phase 1, the Software Park No. 2 project (total area of 5.3 hectares next to Thuan Phuoc Bridge, Hai Chau District) was expected to be operational in 2023, but to date the project remains "stalled" due to management mechanism issues.
