Regulations are needed to 'anticipate' the development of digital technology.

Many National Assembly deputies expect that the draft Law on Digital Technology Industry will create a legal framework to realize the goal of digital transformation as well as promote the development of this important economic and technical sector of our country.

On the morning of November 30, the National Assembly discussed in the hall the draft Law on Digital Technology Industry.

The digital technology industry is a high-tech economic and technical sector, producing digital technology products, providing digital technology services with high added value, affecting many industries and fields. Therefore, in the discussion session, many National Assembly deputies expected that the draft Law would create a legal framework to implement the goal of digital transformation as well as promote the development of this important economic and technical sector of our country. However, there were also opinions that noted that in order to achieve the above mission, it is necessary to continue to research and revise the draft law to ensure that the regulations clearly demonstrate the normative nature and clear policies, avoiding stopping at the level of policy declaration.

Minister of Information and Communications Nguyen Manh Hung emphasized that digital technology is the next development of information technology but is revolutionary. Digital technology is a new productive force, truly opening a new era, the digital era for the development of mankind.

“If Vietnam wants to become a developed socialist country with high income, we must be in the leading group in digital technology and digital technology industry. If the National Assembly passes this law in the next session, Vietnam will be the first group of countries to have a separate law on digital technology industry,” said Minister Nguyen Manh Hung.

Minister Nguyen Manh Hung said that the digital technology industry has been identified by the Party Central Committee as a foundation industry to promote the digital transformation revolution. The digital technology industry is large-scale, with revenue equal to 1/3 of the country's GDP, and has a growth rate 2-3 times higher than GDP growth.

The digital technology industry is the core of the digital economy, currently accounting for nearly 60% of the total value of the digital economy. In the structure of the digital technology industry, it has increased from 21.3% in 2019 to 31.8%, which means it has increased by more than 10% in the past 5 years, when we launched the Make in Vietnam program, research, create in Vietnam, make in Vietnam and by Vietnam.

According to Minister Nguyen Manh Hung, the digital technology industry is a very dynamic, large and important technical economic sector of the country.

Digital technology not only processes data but also generates data, creates digital transformation, creates a new living space which is digital space, creates new operating methods and models, creates digital transformation revolution.

In terms of specific issues, the Digital Technology Industry Law has taken this approach to address digital assets and artificial intelligence. The Digital Technology Industry Law also devotes a separate chapter to the semiconductor industry. The draft law has stipulated policies to support the development and ensure national security for this strategic industry, and many of the best policies have been included in the law to support this strategic technology.
