Preserving and promoting the values of traditional cultural heritage in general and the values of historical - cultural relics and scenic spots in particular are identified by Ha Nam province as an important task in the process of development, exchange and international integration. That is the foundation for Ha Nam to "Build and develop Vietnamese culture and people for the sustainable development of the country".

Culture and cultural heritage have become valuable resources for developing the tourism economy, as Associate Professor, Dr. Tran Duc Thanh, former Head of the Faculty of Tourism, University of Social Sciences and Humanities, Vietnam National University, Hanoi, commented: “Ha Nam has rich and diverse natural tourism resources from terrain, geomorphology with rocky landscapes, caves, rivers; many unique cultural values of the Red River Delta. These tourism resources have been demonstrated in the system of cultural relics in Ha Nam such as: Long Doi Son Pagoda Special National Monument, Tran Thuong Temple, Lanh Giang Temple, Lang Temple, Ba Danh Pagoda... Along with that are national festival activities, typically: Tich Dien - Doi Son Festival, Duc Thanh Tran Salary Distribution Ceremony, Lanh Giang Temple Festival, Tam Chuc Pagoda Festival and unique craft villages such as Doi Tam drum craft village, Nha Xa weaving, Quyet Thanh pottery, Ngoc Dong rattan weaving, Do Hai fine art horns... To bring Ha Nam culture and tourism to a worthy position on the national and world cultural-tourism map, over the past decade, Ha Nam has implemented the Cultural Development Strategy and the Foreign Cultural Strategy for the period 2021-2025, with a vision to 2030. One of the key tasks is to promote the image of the land and people of Ha Nam. After the success of many large-scale and influential cultural and artistic programs and activities such as "Korean Film Month - Meeting the Brussels people", "Korean Cultural Day in Ha Nam" ... Ha Nam hosted the 16th United Nations Day of Vesak in 2019, attracting millions of domestic and foreign tourists. This event contributed to opening a new tourism path for Ha Nam, putting Tam Chuc Tourist Area on the national and international tourism map. Tam Chuc has appeared on media platforms, creating a strong attraction to promote tourism development.

At this tourist area, many cultural and artistic activities, cultural, sports and tourism events are organized such as: Vietnam - Japan cultural and artistic exchange program, Indian Holi folk dance performance program, VTV's "Year-end Afternoon" program... In 2023, Ha Nam was honored by the World Travel Awards (WTA) as "The world's leading local cultural destination". In 2024, Ha Nam was honored by the WTA Asia and Oceania region as "Asia's leading emerging tourist destination". Cultural tourism is considered the door to bring Ha Nam to the world...

Spreading new cultural values

Vietnamese cultural researcher Le Van Lan is one of the people who have participated in many activities to research, preserve and promote the values of heritage in Ha Nam in recent times. At the 58th National Archaeological Announcement Conference in 2023, he said, “Ha Nam is very interested in creating conditions for archaeologists not only to work but also to participate in large-scale conferences in the locality. This is an opportunity for Ha Nam to spread the new values of cultural heritage.” Poet Vu Quan Phuong, who attended the National Scientific Conference Looking Back at 15 Years of Implementing Resolution 23 of the Politburo on Continuing to Build and Develop Literature and Arts in the New Era, held at Tam Chuc Tourist Area, commented: “I have never seen a pagoda as beautiful as this, even when I visited China and other Asian countries. Tam Chuc Pagoda was built both massively and delicately. What is more enjoyable is that this is not too far from Hanoi, so on holidays and Tet, you can come here for the day to immerse yourself in this space.”

To highlight the cultural values of the heritage, Ha Nam also organized many seminars and conferences to promote tourism investment. Mr. Ngo Thanh Tuan, Deputy Director of the Department of Culture, Sports and Tourism, said: To exploit and promote cultural values for tourism development, the cultural sector has strengthened coordination with central management agencies and leading research institutes such as the Department of Cultural Heritage, the Institute for Conservation and Promotion of Ethnic Culture, the Vietnam National Institute of Culture and Arts, the Institute of Archaeology, etc. to promote scientific research activities and specialized scientific seminars on the conservation and promotion of local cultural heritage values. At the same time, expand cooperation with domestic media agencies to develop programs to introduce typical cultural heritages in Ha Nam. Actively participate in tourism promotion programs, conservation and promotion of cultural heritage values organized by the Ministry of Culture, Sports and Tourism. Coordinate with localities in the province to successfully organize many festivals, competitions, performances, displays, and exhibitions to introduce and promote the cultural heritage values of Ha Nam.

Mr. Ngo Thanh Tuan affirmed: Doing a good job of promoting Ha Nam's culture will not only open up a path to position the province's culture on the national and international map but also create conditions for tourism to develop into an important economic sector for Ha Nam. However, cultural promotion needs to be more diverse and sophisticated, because culture is not only a preserved heritage but also a source of inspiration to create new values. To make Ha Nam's culture more vibrant, promotion needs to focus on building images and creating experiential activities for tourists through digital platforms, socialization and innovation. Tourism development contributes to promoting and preserving cultural heritage values.
