On the morning of April 4th, the Ministry of Justice held a conference to review the first six months of civil enforcement work. Deputy Minister of Justice Mai Luong Khoi and Acting Director General of the General Department of Civil Enforcement Nguyen Thang Loi chaired the conference.
Over 9.78 trillion VND has been recovered from corruption and economic crime cases.
Reporting at the Conference, Deputy Director General of the General Department of Civil Judgment Enforcement Nguyen Thi Hoang Giang stated that in the first six months of 2025, the Ministry of Justice and the civil judgment enforcement system comprehensively, decisively, and synchronously implemented key tasks, achieving many positive results despite increased workload, high pressure, and the context of streamlining the organizational structure.
Regarding civil enforcement work, according to Ms. Nguyen Thi Hoang Giang, in the context of a sharp increase in the number of cases and the amount of money to be enforced, the civil enforcement system has maintained stability and positive growth in the amount of money successfully enforced.
Accordingly, 255,261 cases have been completed, an increase of 12,957 cases (5.35%) compared to the same period in 2024; reaching a rate of nearly 51%. The amount of money collected through enforcement is over 57,683 billion VND, an increase of nearly 10,088 billion VND, reaching a rate of nearly 21% (0.64%) compared to the same period in 2024.
Some localities have made great efforts, shown flexibility and proactiveness in their work to achieve high results in terms of both cases and money; the results of enforcing bank credit judgments have increased in both cases and money.
Notably, 2,061 cases involving over 9,781 billion VND in assets lost or misappropriated in criminal cases related to corruption and economic crimes have been successfully resolved, especially those cases under the monitoring and direction of the Central Steering Committee on Anti-Corruption and Negative Phenomena.
In the process of developing projects and documents, the Ministry of Justice and the General Department of Civil Judgment Enforcement continue to promote the development and improvement of the institutional framework. They have advised and submitted to the Government for promulgation Decree 152/2024/ND-CP amending and supplementing Decree 62/2015/ND-CP dated August 17, 2015, of the Government detailing and guiding some articles of the Law on Civil Judgment Enforcement; and summarized Directive 05/CT-TTg on strengthening civil judgment enforcement work, contributing to resolving difficulties in organizing judgment enforcement.
The General Department is also developing a plan to reorganize the organizational structure of the civil judgment enforcement system in accordance with Conclusions 126-KL/TW and 127-KL/TW of the Politburo, in line with the orientation of streamlining the organizational structure in the political system.
In addition, the work of preventing and combating corruption and negative practices, practicing thrift and preventing waste in civil judgment enforcement; the work of receiving citizens and resolving complaints and denunciations; administrative reform and application of information technology... has also achieved many positive results.
Proactive solutions to remove bottlenecks in civil judgment enforcement.
Speaking at the conference, representatives from the Civil Judgment Enforcement Departments in various localities reported on the number of cases and the amount of money enforced in the past six months, while also highlighting difficulties, limitations, and solutions to strive for the completion of the set targets.
As a locality with positive results in both civil and administrative enforcement from the early months of the year, a representative from the Lao Cai Civil Enforcement Department stated that to achieve these positive results, the Department had implemented solutions and begun developing inspection plans right from the start of the year, while closely adhering to the previous year's targets for implementation.
In addition, the Department strengthens coordination with units and local authorities to resolve obstacles and bottlenecks in the enforcement of judgments. The Department also always focuses on improving personnel management, ensuring that officials have the necessary skills and qualifications; encouraging civil servants to think outside the box, take initiative, and accept responsibility; and enhancing the pioneering spirit and exemplary conduct, especially from key leaders.

Adhering closely to the tasks outlined in the Ministry's and General Department's plans and targets, the Department consistently reviews the progress of high-value cases and cases lasting over a year, coordinating with enforcement officers to resolve issues and provide solutions for each case within specific timeframes.
Highly appreciating the results achieved by the Enforcement Agency in the first six months of 2025, Mr. Tran Huy, Deputy Director of Department 11, Supreme People's Procuracy, stated that the Procuracy always cooperates with the Ministry of Justice and the General Department of Enforcement to decisively direct the work of enforcement. He expressed his hope that by the end of 2025, the enforcement figures will show even more positive results; and that the handling of complaints and denunciations needs to be more rigorous to avoid prolonged disputes and accusations…
Looking ahead, he hopes that the Enforcement of Civil Judgments Agency and the People's Procuracy at all levels will continue to strengthen coordination, proactively review and resolve difficulties and obstacles to jointly complete the assigned tasks well.
In his concluding remarks at the conference, Deputy Minister Mai Luong Khoi highly appreciated and commended the results, efforts, and endeavors of the entire civil judgment enforcement system in the past months in all aspects of its work; and at the same time shared the difficulties and challenges faced by local civil judgment enforcement agencies.
In the context of an increasing number of cases and amounts of money, with many complex cases involving a large number of people and assets subject to enforcement, the Deputy Minister requested the General Department of Civil Judgment Enforcement to continue advising the Party and State leaders on leadership and direction to ensure effective judgment enforcement.
From now until the end of the year, Deputy Minister Mai Luong Khoi requested that civil enforcement agencies streamline their organizational structure in accordance with requirements and develop plans to improve the civil enforcement apparatus in localities. During the restructuring process, it is essential to ensure continuous operation and avoid interruptions to prevent any impact on the progress of enforcement, as well as the legitimate rights and interests of businesses and citizens.
"Heads of local enforcement agencies and units need to rectify discipline and order, and not be lax in carrying out their work; resolutely eliminate the mentality of working half-heartedly and negligently; streamline operations but also link it with improving the professional skills and expertise of officials and civil servants...", Deputy Minister Mai Luong Khoi suggested.
Furthermore, to meet the increasingly high demands and expectations of the people regarding the enforcement of judgments, the judgment enforcement agencies need to focus on overcoming the limitations and shortcomings of the past, including personnel management and financial and operational management.
Emphasizing the many difficulties and challenges ahead in 2025, Deputy Minister Mai Luong Khoi requested that the civil judgment enforcement system make three to four times the effort compared to before. Civil judgment enforcement agencies need to innovate, be creative, proactively research and propose solutions for applying information technology in civil judgment enforcement work; in particular, each official and employee must promote the application of information technology and digital transformation in their work…
